Research, Monitoring & Evaluation Head


PSI seeks experienced, dynamic candidates for the position of M&E Head for its Zambia program. The M&E Head will be responsible for managing all research, monitoring and evaluation activities, for all health intervention areas.  This position is based in Lusaka, Zambia and will report to the Executive Director. 


RESPONSIBILITIES: Duties include but are not limited to:

  • The development of monitoring systems that are responsive to all reporting needs as well as providing the essential data needed to analyze program performance and impact.
  • Build robust up to date innovative responsive and technologically sound feedback mechanisms that demonstrate program improvement and quality of care
  • Timely availability of information for the preparation of reports
  • The establishment of quarterly or semi-annually data analysis review sessions with programme managers
  • Building capacity of programme managers to analyze and use data to inform project activities
  • Supervision of the research manager and the monitoring and evaluation officers in data collection, analysis and reporting
  • Oversee general management of the R, M and E department including budgeting,  budget tracking etc


Specific functions

Research, Monitoring and Evaluation Systems Design, Implementation and Management
  • Lead research, monitoring and evaluation conceptualization  for SFH  programmes
  • Serve as investigator for key and strategic research projects
  • Establish effective monitoring and evaluation systems and facilitate the development and establishment of data collection tools, documentation systems for reporting to the Chief of Party on the status of impact, outcome/purpose, output and activity level/process indicators in the Performance Monitoring Plan (PMP).
  • Supervise research agencies and local survey data collection
  • Write or review RME reports, papers and research briefs, including results reports, as well as papers for publication
  • Presenting RME results to both research and non-research audiences
  • Ensure monthly, quarterly, semi-annual and annual reporting requirements are met for all donors and stakeholders
  • Review program and staff quarterly and annual work plans to assess performance of programme in the context of strategic objectives/approaches in the PMP
  • Ensure databases are well documented and backed-up

Capacity Building
  • Build capacity in the development of Research training materials and ensure that the team has the capacity to implement both qualitative and quantitative research approaches and other key methodologies for meeting programme objectives
  • Build capacity of the department in monitoring and evaluation procedures and other related areas as identified by the programme
QUALIFICATIONS
  • A Master's Degree or Ph.D. in Public Health, Economics, Demography or Sociology
  • Experience with RME of health directed interventions
  • Demonstrated expertise in quantitative research methods
  • Excellent data analysis and writing skills
  • Excellent communication and public presentation skills
  • Knowledge of quantitative and qualitative research software packages (e.g., Stata, SAS, SPSS, NVivo)
  • Strong expertise in HIV and family preferred
