| Qualifications: | It is anticipated that the expert will have the following background and qualifications: · A university degree, ideally a Masters or equivalent, in finance, logistics, procurement or related topics · A minimum of 10 years professional working experience in procurement, including a significant proportion of that in public procurement and/or public finance management, including supporting reforms in this area. · A long history of providing advisory services and building the capacity of public authorities on public procurement guidelines, practices, regulations and legislation. · Experienced in providing advice and guidance to public authorities in governance, transparency and accountability issues related to public procurement. · Providing expert guidance in effective monitoring and controls in public procurement. · Previous experience in a similar long-term role in sub-saharan Africa would be an advantage. · Previous experience in a similar long-term role on an EU or EDF-funded programme would also be an advantage · Excellent inter-personal skills with an ability to communicate effectively at senior level. · Fluency in both written and spoken English |
