Description: Support to the implementation of PFM reforms in the area of procurement in The Gambia
Cardno Emerging Markets (UK) has recently submitted an Expression of Interest in being invited to tender for the EU-Funded TA Support to the Implementation of Public Finance Management (PFM) Reforms in the area of Procurement in The Gambia.  We are seeking a specialist in public procurement for a long-term role.
Start expected:  January 2015
Duration:  24 months
Base:  Banjul, The Gambia


Qualifications: It is anticipated that the expert will have the following background and qualifications:
·        A university degree, ideally a Masters or equivalent, in finance, logistics, procurement or related topics
·        A minimum of 10 years professional working experience in procurement, including a significant proportion of that in public procurement and/or public finance management, including supporting reforms in this area.
·        A long history of providing advisory services and building the capacity of public authorities on public procurement guidelines, practices, regulations and legislation.
·        Experienced in providing advice and guidance to public authorities in governance, transparency and accountability issues related to public procurement.
·        Providing expert guidance in effective monitoring and controls in public procurement.
·        Previous experience in a similar long-term role in sub-saharan Africa would be an advantage.
·        Previous experience in a similar long-term role on an EU or EDF-funded programme would also be an advantage
·        Excellent inter-personal skills with an ability to communicate effectively at senior level.
·        Fluency in both written and spoken English
