Description

Futures Group is seeking a Capacity Building Specialist who will provide technical expertise and capacity building assistance to selected HIV and AIDS civil society organization/s under the Health Policy Project (HPP) in Central Asia.  Capacity Building activities will be in a broad range of organizational areas, including strategic planning, human resource development, communications and engagement, facilitation and coalition-building, project management, board relations, and policy-making. Responsibilities requires strong knowledge of Kazakh non-governmental organizations’ administrative and management systems. Location for this position is Almaty, Kazakhstan.

Key Responsibilities

  • Develop and implement capacity building activities to address identified needs through training, one-on-one mentoring and coaching.
  • Support capacity building of a local organization (human resource planning, strategic planning, financial and contractual capacities, etc) to effectively lead, implement, monitor and evaluate a USAID funded program.
  • Assist a local organization to develop formal written policies and procedures on proper segregation of duties (cash management, accounting/financial recording, procurement, operational management, and authorization).
  • Strengthen financial management procedures: for example, by assisting these organizations to produce quarterly requests for advances, a formal quarterly financial reporting package which includes bank reconciliations, a balance sheet, income and expenditures reports and budget vs. actual variance analyses.
  • Train NGO staff on written policies and procedures to ensure that operating practices and procedures comply with the organization’s written policies.
  • Stays abreast of key developments in HIV policy advocacy in Kazakhstan, Kyrgyz Republic and Tajikistan, in order to inform technical support activities.
  • Develop workshop curricula on HIV advocacy and policy

Qualifications

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: 
  • Significant experience in NGO capacity building, and facilitation in Central Asia
  • Master's Degree or higher in public health, public policy, political science, public administration, communication or a related technical degree.
  • Experience: 5+ years of experience required. 
  • Fluency in English and Russian required
  • Demonstrated strength and experience developing the capacity of NGOs;
  • Demonstrated experience developing training curricula, including workshop agendas, presentations, and training exercises;
  • Familiarity with a wide range of capacity building techniques.
  • Proven ability to work collaboratively and build consensus across diverse sets of stakeholders.
  • Strong knowledge of NGO sector in Central Asian Republics.
  • Prior experience working with civil society organizations, preferably in a management capacity.
  • Experience in client relationship management, reporting is preferred.
  • Strong written and oral communication skills for high-level policy audiences
  • Strong facilitation and training skills required
  • Prior experience working with USG-funded programs is desired as is familiarity with USG procedures and policies including procurement, financial and programmatic management.  
  • Ability and willingness to travel within the Central Asian Republics – Kazakhstan, Kyrgyz Republic and Tajikistan.
