Description

Futures Group is seeking a Nairobi-based technical advisor to support monitoring and evaluation of community-based programs. The M&E Advisor will be responsible for contributing to specific monitoring and evaluation activities, such as strengthening the national M&E systems; providing technical assistance for developing project M&E systems; and building capacity of stakeholders in M&E and data use. The technical area of focus for M&E assistance will be community-based HIV/AIDS programs, programs that support orphans and vulnerable children, and/or other social service programs. S/He will work with other in-country technical and administrative staff, as well as a designated project team based in the United States.

Key Responsibilities

• Provide technical leadership for specific M&E activities, including developing strategies and providing ongoing technical expertise to in-country partners and colleagues in the following technical areas: data use, M&E systems strengthening, capacity building in M&E; evaluation and assessments of community-based programs, and other related areas.
• Work with the Government of Kenya on the development and implementation of M&E Systems of community-based programs, including but not limited to supporting development and implementation of data collection tools, M&E capacity building activities and stakeholder coordination for M&E.
• Develop and apply tools and curricula to build M&E capacity especially to collect, report and use appropriate program data at the national, subnational and community levels.
• Provide assistance to IT experts in the development of electronic systems for community-based programs, including advising on indicators, data collection and data flow.
• Provide technical assistance to the development and implementation of assessments and/or evaluations of community-based programs.
• Assist in writing technical reports and presenting technical activities both internally and externally.
• Manage partner relationships, acting as the main liaison between Futures Group and other projects and national stakeholders.
• Represent the program in technical, policy and planning forums with USAID, the Government of Kenya and other key stakeholders.

Qualifications

• Minimum of a Master’s degree in Monitoring and Evaluation, Public Health, Public Policy/Administration or related field.
• At least 7 years of experience in monitoring, evaluation and/or research, with a preference for at least some experience in health, HIV/AIDS, social service or related field.
• Possess an understanding of the M&E systems, including the components of an M&E system and how capacity can be built to sustain M&E systems.
• Demonstrative analytical skills and ability to manage deliverables and support activity supervision.
• Strong writing and organizational skills, especially for monitoring and reporting on activity and study results.
• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a limited timeframe.
• Experience with USAID or PEPFAR funded programs a plus, but not required.
• Cross cultural awareness and ability to work amongst a diverse group of staff, partners and donors.
• Full professional proficiency in spoken and written English.
