Futures Group is currently implementing the USAID-funded Health Policy Project (HPP) in Ethiopia and is recruiting a locally-based Health Systems and Financing Consultant with knowledge of cost analysis, health systems analysis, and the overall health situation in Ethiopia. The consultant will participate in the cost analysis of the Health Sector Development Programme V (HSDP V) using the OneHealth tool and related process.Key Responsibilities
• Support initial training for Federal Ministry of Health staff involved in the cost analysis and strategy of the Health Sector Development Programme V (HSDP V).• Support the facilitation of the meetings and provide a constant link between the HPP technical team (next element) and the process of writing/development for the HSDP V.
• Carry out data collection and analysis which will lead to initial cost results for the HSDP V to be used in the finalization of that strategy.
• Provide assistance to HPP in monitoring the costing process and in keeping stakeholders informed.
• Provide bi-weekly reports to the HPP Team Leader on the activities conducted and issues encountered.
• Write sections of the draft final report in coordination with HPP team members working on the application of OneHealth in Ethiopia.
Qualifications
• Advanced degree in Economics or Public Health required.• Experience working within the local health system required.
• Must be based in Ethiopia with ability to travel in-country.
• Excellent written and spoken English skills.
• Good communication, organizational, and diplomatic skills.
• Strong writing skills.
• Excellent follow-up and attention to detail.
