| INTRODUCTION Project: Towards Strengthening Employment Services in Cambodia and Lao PDR The main purpose of this Project is to improve labour market efficiency and participation, reducing unemployment, and enhancing linkages and information flows between job seekers and employers, which will in turn contribute to the reduction of poverty in Cambodia and Lao PDR. This initiative is fully consistent with the core elements of the Decent Work Country Programmes in the two countries that emphasize action and institution building initiatives to support the creation of productive employment and skills development to increase the employability of workers, the competitiveness of enterprises and the inclusiveness of growth. The position is located in the ILO Country Office for Thailand, Cambodia and Lao PDR (CO-Bangkok) reports to the CO-Bangkok Director. The Project Technical Officer will receive direct technical guidance from the Senior Skills and Employability Specialist and work in close cooperation with other relevant technical specialists of the Decent Work Technical Support Team for East and South East Asia and the Pacific (DWT-Bangkok). The Project Technical Officer will provide technical contributions and coordination functions with respect to the implementation of the Project: Towards Strengthening Employment Services in Cambodia and Lao PDR. She/he will be directly involved in the planning, implementing, monitoring, and reporting of the Project. Work at the national level will be undertaken in partnership with the National Project Coordination Offices in Cambodia and Lao PDR established by national counterparts in both countries. This project is an integral part of the ILO South-South and triangular cooperation initiative. | |
| Description of Duties The Project Officer will have the following duties and responsibilities: 1) Work with the National Project Coordination Offices in Cambodia and Lao PDR and relevant national counterparts to draft detailed national work plans and draft the consolidated project workplan. 2) Provide programming and operational support for the activities planned under the Project. 3) Coordinate the preparations and the technical requirements for national workshops, seminars, knowledge-sharing events and other related activities as planned. 4) Coordinate the implementation of key technical components of the Project. 5) Prepare technical report and other documentation related to project activities. Participate in the National Project Steering Committee meetings and finalize the Committee session reports. 6) Monitor progress of the activities and prepare consolidated reports by reviewing, verifying and analysing the work plans and checking on clarity, consistency and completeness. Monitor and coordinate tasks carried out by external collaborators. Contribute to the preparations methodologies for monitoring and evaluating the impact of activities undertaken during the project. 7) Liaise with relevant ILO Offices and units, National Project Coordination Offices and with the Ministry of Human Resources and Social Security in China in obtaining approvals and fulfilling any other programming and administrative duties required for the Project's successful implementation. 8) Work with National Project Coordination Offices to prepare expenditure forecasts, budget proposals and estimates for budgeting purposes. Administer budget control as compared to planned activities. 9) Write and disseminate information on the project through publications and, press releases. Assist in the preparation of advocacy materials as required for under the Project. 10) Assist in the editing work on and participate in the design and production of technical and documentary reports. 11) Perform other duties as may be assigned by the CO-BKK Director and/or the Senior Skills and Employability Specialists | |
| Required Qualifications | |
| Education Graduate degree or equivalent in social science or related field. | |
| Experience At least 3 years of practical professional experience at the national and/ or international levels. Knowledge and experience in project management is an added advantage. | |
| Languages Excellent knowledge and facility in communicating in English. A working knowledge of Chinese and/or of Khmer/Laotian is considered as an added advantage | |
| Competencies Competencies: Knowledge of employment services functions and modus opeandi is core to this position. Knowledge of project administration, monitoring and evaluation concepts and procedures is also required. Ability to interpret project information and to identify and analyse problems with implementation. Good drafting skills. Able to work in a team. Ability to communicate effectively both orally and in writing. Ability to clarify information. Good computer applications skills. Organizational skills.
