This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
Project: Support to development in industrial relations, wage fixing and labour law implementation institutions and capacity in Vietnam (VIE/12/01/USA)

Towards achieving the goal of decent work for all in Viet Nam, ILO CO-Hanoi focuses its Decent work Country Programme on three strategic areas: of Labour Market Governance; Employment and Sustainable Enterprise Development; and Social Protection.

The ILO Offices works in close partnership with the Government of Viet Nam, in particular with its technical line ministry, MOLISA and its social partners, the employers' and workers' organizations, for the implementation of its activities and programmes promoting Decent Work for All in Viet Nam.

The Project VIE/12/01/USA focuses on Support to development in industrial relations, wage fixing and labour law implementation institutions and capacity in Vietnam.

The CTA works under the general supervision of the Director of the ILO Office in Hanoi. He/she is responsible for the project implementation contributing to the timely and effective delivery of activities and outputs of the Project. The work is carried out within the rules and regulations of the ILO and close working contacts are maintained with the Regional Office for Asia and the Pacific, Decent Work Team for East and South East Asia and with ILO Headquarters as and when required.
Description of Duties
- General duties:

1. Ensure effective implementation of the Project through timely provision of inputs, effective backstopping, timely and effective delivery of activities and outcomes, and monitoring and evaluation of the Project activities in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and administrative and financial procedures.

2. Guide and supervise the work of the Project office, project staff, and international and national consultants in design, monitoring, evaluation and reporting of project activities.

3. Cooperate closely with the concerned Government and workers' and employers' organizations, Social Affairs Committee of the National Assembly, non-governmental organizations (where appropriate), the target groups and the donor, in the planning and implementation of activities under the Project.

- Technical duties:

1. In consultation with project experts, national counterparts and the National Project Steering Committee, develop an overall strategy and detailed workplans for the implementation of project activities directed towards the production of project outputs and immediate objectives as indicated in the project document.

2. Contribute to the finalization of technical issue papers and implementation of labour code and trade union law reforms.

3. Submit regular progress reports and work-plans to Social Dialogue Department of HQ and field units (ILO Hanoi Office, and DWT).

4. Coordinate with other ILO projects where deemed appropriate amd important to maximize synergies to aim at achieving the DWCP for 2012-2016.

5. Coordinate with UN agencies, bilateral donors, and NGOs whose programmes or mandate closely match those of this Project.

6. Prepare report on progress of industrial relations and labour code reforms for UN annual reports and for the ILO Departments.

7. Share knowledge and experiences with local partners, and provide technical assistance and overall guidance and coordination for provincial and national institutions established or supported under this project with a view to finding practical and structural solutions to industrial relations problems.

8. Establish and develop information systems covering ILO technical activities under the project and economic and social issues relevant to the Project, prepare periodic and ad-hoc reports on the status of Project planning and implementation.

9. Promote the values of the ILO, including the Declaration, and the principles and rights it names.

10. Carry out other duties as may be assigned

- Managerial duties (if applicable)

Guide and supervise the Project team.
Required Qualifications
Education
Advanced university degree in labour/industrial relations, human resource management, labour law, labour or development studies, business management, economic, social science, or equivalent in experience.
Experience
At least seven years of work experience, including at least 3 at the international level, including field experience, in project management and implementation.

Proven capacity to initiate and implement technical cooperation programmes and activities with government agencies and a variety of other partners. Government, private sector, or trade union experience with industrial relations, labour administration, human resource management, dispute settlement, and the like considered extremely valuable.

Ideal candidate will be familiar with labour relations systems of Vietnam, other Asian countries and major advanced economies. Ideal candidate will also have strong background, in trade union reform, promotion of collective bargaining, and IR institution building. Candidate should have demonstrated negotiating and diplomatic skills, with an ability to reach consensus among various viewpoints.
Languages
Proficiency in and ability to draft quickly and clearly in English.
Competencies 
Good written and verbal communication skills; Demonstrated ability to implement and manage international technical cooperation projects, including negotiations with governments, workers' and employers' organizations, and mobilizing the support of international donor agencies; Excellent consensus-building and negotiating skills; Ability to provide leadership and to work in a team; Ability to train and guide staff; Ability to work under time and political pressures and to meet deadlines; and ability to work independently with a minimum of supervision. The ability to work comfortably with labour union representatives, employers' representatives and government representatives involved in workplace relationships in the country is very important.
