The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security.

The Myanmar Operations Centre(MMOC) under the UNOPS Asia, Europe and Middle East Regional Office has been established to develop, support and oversee UNOPS’ portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOC plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.
In February 2009, MMOC was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients (PR) of GFATM grants for Myanmar. The implementation of the grants has commenced since January 2011.
Functional Responsibilities

Under the overall supervision of the Head of Performance Management Unit, and with a secondary reporting line to Financial Management Officer and in accordance with the UNOPS policies, procedures and practices, the incumbent will be in charge of overall planning and coordination of budgeting activities of the GFATM grants. The Planning and Budgeting Advisor will be responsible for the following specific responsibilities:
1. Planning
1.       Collaborates with Public Health Officers in all budget preparations, discussions and  meetings related to grant planning
2.       S/He works within the Programme Unit and with the SRs to prepare  Annual Budgeted work plans
3.       Prepares budget status for the review meetings with the National programmes and SRs
4.       In collaboration with and with the guidance of the Public Health Officers leads the planning process in preparation of cash forecasts for the next implementation period.
5.       Assists the Programme Unit in reviewing the quarterly expenditure reports of all the SRs including the National Programmes.
6.       Assists the Programme Unit in reprogramming exercise as and when needed.
2.Budgeting
1.       Supervises the daily work of the Planning and Budgeting Team under the GFATM grants;
2.       Ensure that budgets are prepared in the right format with clearly written assumptions, within the required timeframe and with a high level of accuracy;
3.       Ensures compliance with Global Fund requirements and UNOPS Financial Regulations and Rules, Organizational Directives (ODs) and Administrative Instructions (AIs) in the planning and budgeting process ;
4.       Ensure that the GFATM budgets are correctly loaded and maintained in Atlas.
5.       Work with the Accounts Section of the Finance Unit to ensure that the budgets are properly monitored.
6.       Ensure that budgets in Atlas have enough cash allocation and propose any cash reallocation to the Accounts Section of the finance unit.
7.       Support all the PR units to resolve Atlas budget errors;
8.       Assist the Project Support Officer in preparing Sub- Recipient Agreements by preparing the relevant annexes. Ensure that all annexes are accurate and in the correct format;
9.       Work with the Accounts Section to reconcile Global Fund disbursement requests against funds received.
10.    Responsible for monitoring any changes to the PR and SR budgets
11.    Responsible for maintaining tracking modalities for all modifications to the budget
12.    Responsible for responding to ad hoc requests of all UNOPS PR Units
13.    Perform any other relevant duties as may be assigned by the supervisors.
The Planning and Budgeting Officer will contribute to the greater coordination and participation of relevant units in the planning and budgeting process of UNOPS PR. The work of the Officer will contribute to the greater stakeholder involvement of the UNOPS PR budgeting process leading to more accurate and high quality budgets.

Education/Experience/Language requirements

  • Master’s Degree preferrably in Medical & Health Sciences, in Public Health, Epidemiology or other related field relevant to the above duties. A Bachelor’s degree with a relevant combination of academic qualifications (Business Administration, Public Administration, and Economics) and experience relevant to the above duties and responsibilities may be accepted in lieu of master’s degree.
  • Master’s degree with a minimum 5 years of relevant experience in the area of planning and budgeting of health programmes in the public sector and/or development organizations or  Bachelor’s degree with a minimum of  7 years of similar experiences;
  • Ability to work with minimal supervision in a complex environment;
  • Previous successful involvement with, and good knowledge of NGO's and civil society an asset;
  • Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment;
  • Willingness to undertake regular field visits in difficult conditions;
  • Excellent writing and analytical skills, including high level proficiency in using Microsoft Excel;
  • Fluency in both written and spoken English and Myanmar Language is required.
