The Three Millennium Development Goal Fund (3MDG) supports the provision of health services in Myanmar and will contribute towards the country’s efforts to achieve the three health-related Millennium Development Goals. These goals include reducing child mortality, improving maternal health and combating HIV, tuberculosis and malaria.
 3MDG places a special emphasis upon provision of maternal, newborn and child quality health services. 3MDG provides support to the Ministry of Health in order tocontribute towards the development of a more effective and responsive healthsystem. Established in 2012, the US$300 million, five-year Fund is supported by seven international donors.
Functional Responsibilities

Under the overall supervision of the Head of the Performance Management Unit and under the direct supervision of the Monitoringan Evaluation Specialist, the DQA specialist will carry out the following duties and responsibilities:
  1. Manage the 3MDG Fund Component 1 (Maternal, Newborn and Child Health [MNCH]) and Component 2 (HIV, TB, Malaria) data quality assurance of the M&E Unit.
  2. Guide,supervise and coach the Component 1 and Component 2 M&E teams in data quality assurance policy and practices.
  3. Provide technical input into the design and implementation of 3MDG Fund monitoring andevaluation system, policies, tools, processes.
  4. Develop standard operating procedures (SOPs) for data quality assurance and routine programme and quality of service assessment.
  5. Implement the standard operating procedures (SOPs) for data quality assurance and routine programme and quality of service assessment within 3MDG, with the Fund Board,and with Implementing Partners.
  6. With Component 1 and Component 2 Public Health Officers, develop partner M&E activities, targets, budgets and log frames.
  7. Monitor and analyse partner performance, M&E data quality, and propose any initiative that may be necessary, including termination of, or adjustments to actions to ensure compliance with 3MDG Fund policy and priorities, particularly for Component 2 (HIV, TB and Malaria).
  8. Oversee data collection and analysis processes to measure progress and achievements according to the M&E plan.
  9. Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with Component 1 (MNCH) and 2(AIDS-TB-Malaria) grant work plans, partner log frames and the 3MDG Log Frame.
  10. Ensure RDQA data are routinely analysed and ensure effective feedback and follow-up is provided to partners.
  11. Ensure that data quality assurance databases are updated and functioning.  Contribute to the maintenance of databases of all 3MDG-funded projects, and provide input to improve the databases.
  12. Provide on-site coaching and mentoring to 3MDG project staff, particularly to the Component 2 (HIV, TB and Malaria) M&E team, and Partners’ personnel regarding data collection, entry,accuracy and analysis to ensure RDQA action plans are implemented.
  13. Build capacity of localcounterparts in community level monitoring and evaluation efforts.
  14. Create awareness of data quality assurance and international best practice in 3MDG project management and donor reporting, and with relevant departments of the Ministry of Health.
  15. With the Ministry of Health national programme staff and State/Region Ministry of Health counterparts,train Township level staff in data quality assurance best practices and processes.
  16. Support the development of M (mobile)-Healthand E (electronic)-Health strategies and proposals with the Ministry of Healthand the private sector.
  17. Engage with and strengthen the Technical Strategy Groups’ (TSGs) and UN Country Team M&E working groups.
  18. Attendall relevant technical meetings.
  19. Maintain contact with all stakeholders, whether in Yangon or in the field.
  20. Promote dissemination of lessons learned and knowledge sharing:  organize meetings, workshops, online knowledge sharing and other discussion forums to establish a dialogue to improve monitoring and evaluation results (recommendations/ lessons learned) and issues.
  21. Support the M&E team to coordinatethe Independent Evaluation Group’s annual external data quality audit of the Fund Management Office.
  22. Write reports, analyse findings and provide recommendations related to M&E, DQA, RDQA, etc.
  23. Liaise with the Communications Team to ensure accurate and timely information dissemination to the Government of Myanmar and external partners.
  24. Maintain detailed knowledge of all relevant M&E and program issues impacting his/her field.
  25. Conduct other duties as assigned.

Education/Experience/Language requirements

Education
  • University degree in public health, statistics or other related field relevant to the above duties.
  • Master degree with minimum 5 years of relevant experience in monitoring and evaluating projects. Bachelor degree with 7 years of similar experience is considered equivalent;
Experience 
  • Experience working with Health Management Information Systems and database design.
  • Successful development, implementation and maintenance of an M&E system at programme level, especially related to Maternal-Newborn-Child Health, including nutrition, HIV-TB-Malaria, or other major public health issues.
  • Previous involvement with and knowledge of relevant government policies, Non-Governmental Organisations, the UN family, and civil society.
  • Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word and Access, ability to type in Burmese, and experience with Geographic Information Systems (GIS).

Language 
  • Fluency in written and oral English and Myanmar required.  Knowledge of second UN working language desirable.
