The ASEAN Secretariat invites Indonesian
citizens or ASEAN nationals with permanent resident status in Indonesia to
apply for the position of Technical Officer Priority Integration Sectors (Re-advertised)
Background:
The Association of Southeast Asian Nations (ASEAN) Secretariat is the
nerve centre of ASEAN, a regional inter-governmental organisation founded in 1967,
to promote peace and stability, sustained economic growth, shared prosperity
and social progress. It comprises the ten countries of Southeast Asia.
The entry into force of the ASEAN Charter on 15 December 2008 had
provided new impetus to ASEAN’s integration efforts by establishing a legal and
institutional framework required to achieve the ASEAN Community by 2015. This
includes the newly approved organisational structure of the ASEAN Secretariat
that is aligned to the requirements of the Charter and the three Blueprints of
the ASEAN Political-Security Community (APSC), the ASEAN Economic Community
(AEC), and the ASEAN Socio-Cultural Community (ASCC). The ASEAN Secretariat is
therefore well positioned to provide the necessary functions required to effectively
support the community building process under the Charter and the Blueprints.
Currently ASEC is looking for qualified and suitable candidate to fill
the position of TO Priority Integration Sectors, who will work under the
Competition, Consumer Protection, & IPR Division, Market Integration
Directorate, ASEAN Economic Community Department. This Division manages and
provides significant technical input into ASEAN cooperation in Intellectual
Property Rights, Competition Policy and Law, Consumer Protection, Small and
Medium Enterprises (SME) development (including public-private sector
engagement and partnership), and economic and industrial development
Duties and Responsibilities:
The duties will cover, but are not limited to, the following:
1. Provide
technical and administrative support to country-coordinators for the 12
Priority Integration Sectors in ASEAN (namely agro-based goods, air transport,
automotive products, e-ASEAN (including ICT equipment), electronics goods,
fisheries, health-care products, logistics, rubber-based goods, textiles and
clothing, tourism, and wood-based products).
2. Provide
technical and administrative support for work on the AEC Communications Plan,
including in the implementation of the related programmes and projects.
3. Provide
technical and administrative support to Meetings of ASEAN Bodies, as and when
required.
4. Facilitate negotiations among ASEAN Member States by compiling data
and information as well as drafting inputs, as required, on the functional
areas of responsibilities.
Requirements:
- Postgraduate degree in Economics, Management or an appropriate related field or discipline with a minimum of three (3) years of relevant work experience in a technical and/or a policy support role relating to one or several of the above Priority Integration Sectors.
- Demonstrated knowledge, policy research, technical and/or communications skills in one or several of the above sectors.
- Proven skills in problem solving in a complex organisational environment and in work planning.
- Demonstrated ability to develop, implement, monitor and review policy and procedures.
- Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under time pressure and adherence to deadlines.
- Good oral and written communication skills in English, and strong interpersonal skills in cross-cultural environment and international settings.
- Demonstrated ability to develop and maintain sound working relationships with all stakeholders.
- Demonstrated commitment to collaborative and multi-tasking work practices.
- Competency in computer skills with adequate knowledge of Microsoft Office and Outlook where relevant to the position.
General qualifications:
Computer literacy and proficiency in the use of Microsoft Office
tools; ability to multi-task, work long and irregular hours, and perform tasks
outside the usual job scope; ability to function effectively, independently and
as part of a team; and a willingness to travel frequently on short notice.
Remuneration and Benefits:
Successful candidate will be offered the post with a probation period
of six months and monthly salary commensurate with his/her personal
qualifications starting from IDR 5,000,000. There are other applicable
benefits which include monthly transportation allowance, outpatient medical
reimbursement, hospitalisation insurance, and an annual bonus of a month’s
basic salary. Upon completion of the probationary period, the candidate will be
confirmed on an initial contract of up to three-years, inclusive of the
six-month probationary period.
