Position: Project Officer, ASEAN Peatland Forests Project

Background:
The
Association of Southeast Asian Nations (ASEAN) Secretariat is the nerve centre
of ASEAN, a regional inter-governmental organisation founded in 1967, to
promote peace and stability, sustained economic growth, shared prosperity and
social progress. ASEAN comprises the ten countries of Southeast Asia. The ASEAN
Member States and ASEAN Secretariat are guided by the ASEAN Socio-Cultural
Community Blueprint to achieve sustainable development by promoting clean and
green environment, protecting the natural resource base for economic and social
development including the sustainable management and conservation of soil,
water, mineral, energy, biodiversity,forest, coastal and marine resources, as
well as the improving water and air quality for the ASEAN region.
In ensuring
environmental sustainability in the region, ASEAN continues to implement
measures in enhancing international and regional cooperation to combat
transboundary environmental pollution, including haze pollution through,
capacity building, enhancing public awareness, promoting environmentally
sustainable practices as well as implement the ASEAN Agreement on Transboundary
Haze Pollution. On-the-ground actions to tackle the smoke haze problem are also
ongoing, such as the initiative on ‘Rehabilitation and Sustainable Use of
Peatland Forests in Southeast Asia’ (APFP), a four-year regional
project commenced in July 2009. The project will promote sustainable use of
peatlands, promote alternate livelihoods, and help to reduce poverty among local
communities while at the same time prevent land and forest fires.
Peatlands
are major sources of sustained smoke haze. The APFP received a grant of US$4.3
million from the Global Environment Facility (GEF) and will mobilise an
additional US$10.2 million in co-financing during the implementation phase. The
International Fund for Agricultural Development (IFAD) has been designated as
the implementing agency for GEF while the ASEAN Secretariat as the Executing
Agency will coordinate the implementation of the project in ASEAN Member
States. As the Executing Agency, the ASEAN Secretariat (ASEC) will be supported
by a Project Officer, who will be reporting directly to the Head of the
Environment Division of ASEC, who has been appointed as APFP Project Director.
Currently, ASEC is looking for a suitable candidate for the position of Project
Officer (PO) for APFP. He/she shall be engaged full time up to one year
initially, and , on renewable basis.
The Project Officer shall have the following duties and responsibilities:
1. Provide administrative and technical support
assistance to the Project Director, in the implementation of the project
activities;
2. Support the Project Director in the
implementation, coordination and administration of the Project including
financial statements, Annual Work Plan and Budget, procurement plan and
progress reports to IFAD;
3. Coordinate closely with the Regional Project
Executing Agency (RPEA) and National Coordinators (NCs) on compliance of
project implementation requirements;
4. Prepare communications related to project
implementation with the RPEA, NCs and other key project partners;
5. Assist the Project Director in organising of
Project Steering Committee meeting
6. incuding logistics, preparation of meeting
documents and minutes;Assist in the administration of project funds including
reporting, disbursement and auditing;
7.
Facilitate travel and meeting arrangements for evaluation missions; and any
other related duties assigned by the Project Director.
Qualification Requirements:
- Minimum bachelor degree in environmental management, natural resource management, international relations, public policy and management, or related fields from a reputable university;
- Minimum of two (2) years technical work experience with strong emphasis in project development and implementation aspects;
- Good oral and written communication skills in English, including experience in cross-cultural environment and international settings;
- Competency in computer skills with adequate knowledge of Microsoft Office tools and Outlook where relevant to the position;
- Demonstrated ability to plan and organise tasks and work flows, with proven accuracy under pressure and in adherence to deadlines;
- Ability to develop technical skills and knowledge in the relevant area of project implementation;
- Demonstrated ability to develop and maintain sound working relationships with stakeholders;
- Ablity to multi-task and perform tasks outside the usual job scope
- Demonstrated ability to work independently and as part of a team; and a willingness to travel frequently on short notice.
Remuneration
Successful
candidate will be offered a monthly salary of USD1,000, inclusive of all
allowances. A probationary period of six months shall be applied. Upon
successful completion of the probationary period, the candidate will be
confirmed on an initial one-year contract, inclusive of the six month
probationary period. The contract may be renewed based on performance and
funding availability.
