Background:
The Association of Southeast
Asian Nations (ASEAN) Secretariat is the nerve centre of ASEAN, a regional
inter-governmental organisation founded in 1967, to promote peace and
stability, sustained economic growth, shared prosperity and social progress. It
comprises the ten countries of Southeast Asia.
The entry into force of the
ASEAN Charter on 15 December 2008 had provided new impetus to ASEAN’s integration
efforts by establishing a legal and institutional framework required to achieve
the ASEAN Community by 2015. This includes the newly approved organisational
structure of the ASEAN Secretariat that is aligned to the requirements of the
Charter and the three Blueprints of the ASEAN Political-Security Community
(APSC), the ASEAN Economic Community (AEC), and the ASEAN Socio-Cultural
Community (ASCC). The ASEAN Secretariat is therefore well positioned to provide
the necessary functions required to effectively support the community building
process under the Charter and the Blueprints.
Currently the ASEAN Secretariat
is looking for a qualified candidate to fill the position of Senior Officer
Competition and Consumer Protection who will work under the Competition,
Consumer Protection, & IPR Division, Market Integration Directorate, ASEAN
Economic Community Department. This Division manages and provides significant
technical input into ASEAN cooperation in Intellectual Property Rights,
Competition Policy and Law, Consumer Protection, Small and Medium Enterprises
(SME) development (including public-private sector engagement and partnership),
and economic and industrial development.
Duties and Responsibilities:
The main
details of the functions associated with this position are given below.
A.
Competition
a) Provide
technical and other inputs in support of the work of the ASEAN Experts Group on
Competition (AEGC) – including drafting research-based and other technical
papers, and background information papers for AEGC meetings and other related
meetings.
b) Service
meetings of AEGC and its Working Groups -- including coordinating with ASEAN
Member States (AMSs) on substantive matters (e.g., agenda setting, areas of
focus, and documentation) and on administrative aspects in convening meetings.
c) On request
from AMSs, provide policy advice and suggestions on functional areas of
responsibilities and on ASEAN Economic Community (AEC) building and post-AEC
issues and implications relating to competition policy and law (CPL).
d) Provide
technical and administrative support as well as monitoring and evaluation
services in the implementation of technical assistance programs from dialogue
partners and donor organizations – including the United States Department of
Justice and Federal Trade Commission, Deutsche Gesellschaft fur Internationale
Zusammenarbeit (GIZ) GmbH, Australia, the Asian Development Bank Institute, the
Directorate General-Competition of the European Commission, the Organization
for Economic Cooperation and Development (OECD), the Korea Fair Trade
Commission, and the Fair Trade Commission of Japan.
e) Facilitate
and support AMSs in CPL-related FTA negotiations, and FTA-related meetings of
CPL Expert Groups – including in drafting technical and information papers and
inputs, and monitoring compliance with agreed obligations, and technical
assistance projects.
f) Liaise with
AMSs and within the ASEC on CPL-related matters; participating in international
meetings; and drafting papers, reports, speeches and inputs for ASEAN Sectoral
Bodies and ASEC Management as required.
B.
Consumer Protection
a) Provide
technical and other inputs in support of the work of the ASEAN Committee on
Consumer Protection (ACCP) – including drafting research-based and other
technical papers, and background and other information papers for meetings.
b) Service
meetings of the ACCP and its Working Groups -- including coordinating with AMSs
on substantive matters (e.g., agenda setting, areas of focus, and
documentation) and on administrative aspects in convening meetings.
c) On request
from AMSs, provide policy advice and suggestions on functional areas of
responsibilities and on ASEAN Economic Community (AEC) building and post-AEC
issues and implications relating to consumer protection.
d) Provide
technical and administrative support as well as monitoring and evaluation
services in the implementation of technical assistance programs from dialogue
partners and organization – including the United States Department of Justice
and Federal Trade Commission, OECD, Australia, the Korea Fair Trade Commission,
and the Fair Trade Commission of Japan.
e) Liaise with AMSs and within the ASEC on consumer
protection matters; participating in international meetings; and drafting
papers, reports, speeches and inputs for ASEAN Bodies and ASEC Management as
required.
Requirements:
·
- Postgraduate Degree in Management, Economics, Development Economics or other appropriate specialist disciplines.
- Extensive professional and/or managerial experience, with a minimum of six (6) years of high-level or progressive advancing working track record in recognised and pertinent fields or agencies relating to CPL and/or consumer protection .
- Demonstrated skills in technical drafting, in oral and written communications, in problem solving, and in planning and introduction of policies and processes.
- Demonstrated competencies, especially interpersonal skills, to motivate staff and to work effectively and collaboratively on a multi-tasking basis, under pressure and tight deadlines, with people at all levels of the organisation, and in cross-cultural and international environments.
- Experience in identifying training needs for professional/technical development of staff as well as demonstrated ability to conduct both formal and on the job training, and to foster the career development goals of staff.
- Demonstrated ability to develop and maintain sound working relationships with all stakeholders -- especially AMSs, private sector entities, dialogue partners and donor organizations.
- Competency in computer skills with adequate knowledge of Microsoft Office, Outlook and other tools where relevant to the position.
- Excellent command of English, written and spoken.
General
qualifications:
Familiarity
with diplomatic practices and protocol; ability to multi-task, to work long and
irregular hours, and to perform outside the usual job scope; ability to
function effectively independently and as part of a team; and a willingness to
travel frequently on short notice.
Remuneration
and Benefits:
The successful
candidate will be offered the post with a probation period of six months and a
monthly salary starting from USD 2,900. Other applicable benefits
include subsidies for housing and medical expenses, and for education of
dependent children; and gratuity. Upon completion of the probationary period,
the candidate will be confirmed for a contract of up to three years, inclusive
of the six-month probationary period, in the first instance.
