Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary:
Relationship managers will act as liaisons between USAID Technical Teams, IMEC, and the Implementing Partners. Relationship Managers will represent IMEC with assigned technical teams, helping formulate monitoring and evaluation requests into work orders. Relationship managers will work with IMEC staff to execute monitoring assignments (e.g., site visits, focus groups, overseeing verification of USAID-funded activities across the country to conducting focus group), conduct analysis and write reports. Relationship Managers are required to develop an in-depth understanding of assigned USAID programs and projects. They will work closely with the relevant Technical Teams to keep them informed of project activities and performance. Through observation and simple analysis of reported data, the Relationship Managers will identify and discuss concerns they have about performance or reporting with the Technical Offices.

Responsibilities:
• Under the direction of the IMEC Senior Advisor, Monitoring, develop
and maintain a close working relationship USAID Technical Offices and
the USAID Partners implementing projects under the Technical Offices.
• Become intimately familiar with the projects in the portfolio. This will require reviewing all project documents and occasional site visits.
• Develop a comprehensive understanding of the results frameworks and Performance Management Plans of the relevant Technical Offices.
• Participate, as requested, in meetings of the Technical Offices.
• Draft scopes of work for monitoring and verification activities
• Suggest, and sometimes implement, monitoring or verification actions to address reporting or performance issues
• Conduct analysis of reported data and observations from site visits to identify and communicate findings and recommendations to the Technical Offices.
• Supervise teams of data collectors
• Produce regular written reports.
• Become intimately familiar with the projects in the portfolio. This will require reviewing all project documents and occasional site visits.

Qualifications:
• Excellent interpersonal skills and ability to work closely with, and actively contribute to the work of, USAID Technical Offices.
• Experience working with USAID and/or other donors.
• Demonstrated understanding of USAID performance management systems and/or other donor monitoring and evaluation procedures and reporting.
• Responsible, self-directed, and confident enough to work closely with USAID Technical teams.
• Deep knowledge of one or more technical areas relevant to USAID programs (i.e., education, agriculture, economic growth, democracy and governance, health, energy)
• Ability to multi-task and work under intense deadlines
• Excellent English communication skills (writing and speaking)
• Fluency in Urdu is required; knowledge of regional languages a plus
• At least 10 years experience in a relevant professional field.
