Project/Proposal Summary: 
In June 2011, Management Systems International (MSI) was awarded the Independent Monitoring and Evaluation Contract (IMEC). Under IMEC, MSI will support verification, monitoring, evaluation, and reporting for USAID/Pakistan’s entire portfolio of projects. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: Senior Program Specialist, Gender and Development
 
MSI has been commissioned by USAID to develop an operational strategy for gender integration in FATA development.  The purpose of the strategy is to assist USAID and its partners to better address gender issues in its future programming across its portfolio, including economic growth and agriculture, education, energy, infrastructure, and health.  Research will also address challenges faced in these types of development programs.  The strategy will answer how to effectively integrate the input of women and girls into project design in both activity and non-activity based projects and improve the rate of women’s and girls’ participation and decision-making in project activity components.  As part of this assignment, the team will look at similar activities in FATA, examining the approaches used by other organizations, what was successful and what wasn’t successful and why.  This work builds upon a previous assessment conducted by MSI. 
 
The assignment is for three months, expected to begin in September 2012 and continue through December 2012.  The expected size of the consultant team is three experts with the support of field research staff.

Responsibilities:
 
·      Actively participate in the design of the assessment
·      Identify good practices
·      Serve as a liaison with organizations and entities working in the region
·      Conduct desk research
·      Facilitate and participate in discussions with government, non-governmental organizations and bi-lateral organizations
·      Oversee and participate in field research
·      Analysis of qualitative data
·      Assist in report writing
 
Qualifications:
 
·      Minimum of 10 years of experience working on development programs in the region
·      Master’s Degree or higher
·      Demonstrated experience in conducting assessments, strategies or other types of documents related to programming
·      Demonstrated experience working with the FATA Secretariat or other GoP entities on development planning issues
·      Field research experience in FATA and/or KP
·      Donor experience a must, USAID experience a plus
·      Knowledge of non-government organizations working on development issues, including gender
·      Excellent communication skills and fluency in Pashto
·      Excellent facilitation skills
·      Excellent writing skills in English
