Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On
IMEC, MSI will provide verification, monitoring and evaluation,
reporting throughout Pakistan, and across all projects that USAID is
supporting. The goal is to assess whether USAID resources are
well-spent and achieving desired results and to prevent waste, fraud,
and abuse in the administration of programs, regardless of the
implementation mechanism.
Position Summary:
Each Relationship Manager will serve as the primary point of contact
between the IMEC project team and a portfolio of 5-10 USAID-supported
projects. Relationship Managers will serve as liaisons between
Implementing Partners (IPs) and the IMEC project team, help IP personnel
interpret findings from the IMU, facilitate IP input into evaluation
design, and serve as an internal resource to inform the IMEC team of
each IP’s strategy, technical approach, and potential political issues. Relationship
Managers will take the lead in facilitating data-sharing sessions with
IPs using the analyses of PMP and other monitoring data prepared by the
Monitoring Unit’s Analysis staff, as well as meet with other Capacity
Building Unit staff and IPs to engage in joint interpretation and
discussion of findings to improve performance.

Responsibilities:
- Report to Director for Capacity Building;
- Serve as the primary point of contact between IMEC and a portfolio of about 5-10 IPs’ projects, including construction, capacity building, and organizational strengthening project implemented by a variety of partners;
- Work with IP personnel to help interpret findings from the IMU and discuss options on how performance might be improved;
- Facilitate IP input into the design of evaluations;
- Develop Project Briefs to summarize each IP’s project strategy;
- Serve as an internal resource within IMEC for information about the IP’s technical approach, problems that it has been encountering or political issues it faces that may impact the way the IP is able to respond to IMEC requests;
- Facilitate data-sharing sessions with IPs using the analyses of PMP and other monitoring data prepared by the Monitoring Unit’s Analysis staff; and
- Other responsibilities as assigned by Chief of Party and Senior Program Advisor
Qualifications:
- Prior experience in monitoring and evaluation or related field;
- Exhibit the highest standards of integrity, professionalism, and impartiality;
- Excellent interpersonal skills;
- Excellent communication skills (writing and speaking) and fluency in English;
- Professional-level fluency in Urdu; fluency in other regional languages desired;
- Highly organized work habits, attention to detail, and an ability to produce work products to tight deadlines;
- Experience working with the US Agency for International Development and other international donors desired.
