Project/Proposal Summary:
The
Iraqi Ministry of Health is currently engaged to move forward with
stabilizing and reorganizing its health services. Ensuring access to
routine, high quality and equitable healthcare has emerged as a critical
need and the Government of Iraq is committed to improving the quality
of primary healthcare (PHC) services. To assist with these efforts,
USAID’s Primary Health Care Project Iraq (PHCPI) has been designed to
support the Iraqi Ministry of Health (MoH) to achieve its strategic goal
through putting in place key building blocks to support the delivery of
quality PHC services at the community and facility levels. Within this
framework, PHCPI includes three components: 1) Strengthening Supportive
Management Systems and Processes, 2) Strengthening Quality Clinical
Care, and 3) Building Community Partnerships for PHC. These
components, separately and together, will assist the Government to
implement quality care for its population and improve the efficiency and
effectiveness of PHC services. The Community Partnership component
focuses on: 1) patient rights; 2) establishing effective behavioral
change strategies with clients that foster healthy life style practices;
and 3) developing and working with civil societies and other community
groups to effectively link with PHCs. The PHCPI will last 4 years. The PHC Regional Coordinator position is local position. The assignment is for (1 year) with possibility of renewal. The selected candidate is supposed to start as soon as possible.
Position Summary:
The PHC Regional Coordinator reports
directly to the Regional Director on a variety of issues relating to the
development and management of PHC Centers in their assigned province. The
Regional Coordinator is responsible for developing and supporting
improvement collaborative activities at facility and district levels. Additionally
they will liaise with district officials and staff of targeted clinics
and provide direct mentorship and technical assistance to strengthen
systems and management capacities for providing high quality primary
health care services.

Responsibilities:
- Coordinate baseline assessment and other evaluation activities in the assigned province and district(s);
- Assist provincial and district health offices in the assigned provinces to identify and implement specific clinical and management support interventions for improving PHC services;
- Assist district and facility staff to evaluate needs for improving quality of primary health services delivery;
- Plan and manage PHC technical assistance and training activities within the district(s) assigned, in close collaboration with the Regional Coordinator and technical advisors;
- Assist providers and managers to identify needs for improved PHC services and build skills to collect, interpret, and use data to evaluate impact of project activities;
- Coordinate activities between project component advisors, MOH in the PHCs;
- Coordinate all logistical work of PHCHI meetings at the provinces;
- Provide support in the preparations for meetings, conferences and training activities and sessions and ensure all paper work is processed properly in coordination with the regional Offices;
- Maintain working relationship with DOHs personnel to support PHC Project and its mission, and specifically assists in the implementing of the MOH capacity development plans and activities
- Collect data, and identify needs at the primary health care facilities;
- Assist facilities in improving community outreach to increase demand and utilization of services;
- Assist regional office director in managing activities related to DOH and PHCs;
- Prepare provincial/district level reports monthly/quarterly.
Qualifications:
- BA/BS in nursing, allied health, MD and/or a master’s in public health is required.
- 5 years direct experience supporting health sector development.
- English level 3 or above.
- Excellent writing and interpersonal skills.
- Iraqi citizenship is required.
