Position Summary:
The Director for Special Projects is responsible for
designing, overseeing and implementing special projects that involve
specialized and focused research, data collection and analysis. The
Director for Special Projects will facilitate the research design of these
assignments, working closely with USAID to define study questions,
methodologies and research outputs. S/he will be responsible for crafting
task orders, identifying resources, drafting scopes of work and managing the
assignment, The Director for Special Projects will draw upon staff from both
the Evaluation and Monitoring Units as well as be responsible for identifying
STTA. Examples of special projects that are envisioned are data quality
assessments, completion of USAID/Mission’s Performance Monitoring Plan, a
Stabilization Index for KPK and FATA, designing and implementing the Advocacy
Capacity Index across USAID sectors, other assessments prioritized by USAID
(i.e., Gender assessment, and the design and implantation of tools to assess,
monitor and evaluate USAID’s Government to Government (G2G) work, including
cash-transfers. This assignment starts immediately and is expected to
last through the end of the project (June 2016).

Responsibilities:
Report to the Senior Advisor for Evaluation;
Work directly with the six USAID Technical Teams and COTR to
design, implement and manage specialized projects;
Draft task order assignments, including identification of
consultants, survey firms, think tanks and other institutions as required to
complete the assignment;
Serve as Team Leader for assignments, drafting work plans,
assigning roles and responsibilities, reviewing technical output of team
members, reviewing and editing draft and final reports in English and, at
times, Urdu;
Manage short-term consultants and long-term staff from other
units who are assigned to special projects on a project basis;
Supervise the development and testing of data collection
instruments including observation forms, public opinion and household survey
instruments, key informant interview guides, and focus group protocols;
Interact frequently with sector experts and other
implementing partners working in the sectors related to special projects;
Assist in managing the procurement process for and
management of sub-contracts for survey research and monitoring;
Assist in training other national staff in methodologies
relevant for implementing special projects;
As required lead interim and final debriefing sessions with
USAID, including the production of supporting materials such as hand-outs and
power-point presentations.
Work with other project Directors, Relationship Managers
Analysts, and other technical staff to maintain a good flow of communication
throughout the project;
Aid in the preparation of monthly and annual performance
reports to USAID and preparing responses to ad hoc data requests;
Travel outside Islamabad as required; and
Additional responsibilities as assigned by Chief of Party.
Qualifications:
A Master’s Degree or Ph.D. from a recognized institution;
At least 12 years of relevant experience with a PhD; or at
least 18 years of relevant experience with a Master’s Degree
At least ten years of experience with increasing
responsibilities, including management of staff;
At least five years of experience designing and implementing
monitoring and evaluation systems for projects and programs;
Ability to design research projects and develop data
collection instruments for qualitative and quantitative data;
Ability to synthesize large amounts of data into different
formats (e.g., short summaries, presentations)
Experience in providing technical assistance and training in
monitoring and evaluation, project design, strategic planning and/or research
methodologies.
Experience in multiple sectors equivalent to education,
health, economic growth, agriculture, energy, community development, and/or
governance;
Experience with bi-lateral or multi-lateral funded programs,
preferably with USAID
Work in multiple provinces in Pakistan;
Demonstrated fluency in written and spoken English and Urdu;
Good communications skills; and
Ability to work with a variety of people from different
backgrounds
