Project Summary:  In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC).  On this five-year support services project, MSI is providing monitoring, evaluation, and data verification services to the USAID’s Program Office and Technical Teams on all of its projects throughout Pakistan.  The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.  IMEC is headquartered in Islamabad, with offices in Peshawar, Lahore and Karachi.

Position Summary: Under the guidance of the Senior Program Advisor and the Director of Monitoring, the Monitoring Specialist is responsible for managing, coordinating, and implementing activities related to performance management for USAID-funded programs and projects.  This includes assisting USAID sector teams and partners with the development of results frameworks and logic models, create and/or update PMPs, identifying and operationalizing performance indicators, conducting data quality assessments, developing data collection instruments, collecting and analyzing data, and writing reports.  The Monitoring Specialist may participate in the collection of baseline and performance data through primary and secondary sources, using quantitative and qualitative data. S/he may also participate in monitoring and verification activities of USAID programs and projects and perform other technical duties as assigned.
Performance monitoring tasks are asked by senior staff.  S/he will be responsible for leading these activities.  The Monitoring Specialist will serve as the primary point of contact on assignments with USAID or with its partners across technical areas. They will work closely with other staff members, including IMEC Relationship Managers who are the primary liaisons between USAID’s Technical Teams (e.g., health, education, agriculture) and the project.  Monitoring Specialists are required to develop an in-depth understanding of assigned USAID programs and projects.

Responsibilities:
• Under the guidance of the Senior Program Advisor and the Director Monitoring, Monitoring Specialists will work alongside Relationship Managers allocated to specific USAID programs/ sectors;
• Ongoing review of program documents related to assigned USAID programs;
• Work with the Regional Relationship Manager and other IMEC staff for identifying the key performance questions and parameters for monitoring and comparing it to targets;
• Assist in the development of data collection plans, data collection instruments and schedules;
• Collect and collate project data;
• Undertake primary data collection, including interviews and focus groups;
• Manage data collection efforts of sub-contractors, including ensuring the adequacy of data collection instruments, feasibility of data collection plan, timely collection of data (including surveys), and quality of data collected; and
• Together with IMEC staff analyze the field data, as required, and develop draft monitoring reports in English for submission to USAID.  

Qualifications:
• At least a Master’s Degree in social sciences, development, economics, statistics or related field;
• A minimum 8 years of post-graduate work experience in a relevant professional field;
• Demonstrated experience in project or program monitoring in development programs;
• Must have developed logic models, logic frameworks or results frameworks;
• Experience in selecting performance indicators, including data collection and analysis;
• Experience in the design of data collection instruments;
• Experience in working with different types of organizations;
• Ability to multi-task and work under intense deadlines;
• Excellent English communication skills (writing and speaking);
• Fluency in Urdu is required; knowledge of regional languages a plus
• Proficiency in Microsoft Office software;

S/he must have:
• Good understanding of performance monitoring and evaluation processes for development projects, with a focus on participatory processes, joint management, and gender issues;
• Willingness to undertake regular field visits and interact with different stakeholders
• Leadership qualities, personnel and team management (including mediation and conflict resolution);

Desirable:
• Knowledge and understanding of USAID development programs, its partners and monitoring and evaluation processes;
• Conduct of training in performance monitoring and evaluation; and
• Experience managing or conducting surveys.
