Context:
Under the overall direction of the Chief of Mission (COM) and under the direct supervision of the Resettlement Programme Manager/Head of Sub-Office in Damak, with technical and policy guidance from the Head of Staff Security Unit (SSU), the successful candidate will be responsible to effectively implement all appropriate security management procedures, related to the safety and security of staff and the protection of mission assets. Generally, he/she will establish, maintain and pro-actively support a high-level of security awareness and required compliance throughout the IOM mission, its programmes and activities.
Core Functions/ Responsibilities:
1. Network and collaborate with other international organizations and agencies, including government institutions working in the security management field, to ensure appropriate lines of communications are established and well maintained in all aspects of staff security and safety.
2. Ensure all relevant safety/security information is disseminated to staff in a timely manner, and where appropriate to the IOM-SSU and United Nations Department of Safety and Security (UNDSS).
3. Primarily advise and assist the Chief of Mission and Resettlement Programme Manager/ Head of Sub-Office in Damak on all safety/security matters related to the US Resettlement Programme and when appropriate and to the extent possible, advise and address other IOM safety/security issues that may arise throughout the country; and further provide relevant technical and strategic analysis related to potential threats/risk involving staff and/or IOM operations.
4. Develop close working relationship with UNDSS personnel in mission and a comprehensive working knowledge of the present IOM/UNDSS Memorandum of Understanding related to the various security agreements and procedures. Further familiarize him/herself with the UNDSS Security Policy Manual.
5. As required brief the Chief of Mission on Security Management Team (SMT) Nepal meeting agenda items, preparing talking points, Notes For File (NFF) and briefing notes and further review the yearly UNDSS agency cost-shared security budget, in coordination with SSU to ensure IOM interests are protected and promoted.
6. Negotiate on behalf of IOM with respect to UNDSS issues, in consultation with the Chief of Mission and Resettlement Programme Manager/Head of Sub-Office, Damak.
7. Remain current with any changes in the general security situation and procedures. Closely monitor the UNDSS Security Risk Assessment (SRA) and make relevant recommendations on effectively mitigating identified risks.
8. Conduct required security assessments/evaluations, threat analysis offering appropriate mitigation recommendations and in association with UNDSS develop and implement IOM specific evacuation/emergency plans and if required with support from SSU.
9. Design and implement security strategies, security policies/standards and Standard Operating Procedures (SOP) related to IOM mission activities and establish a concrete course of action for their implementation in accordance with operational requirements. These initiatives should complement mission Minimum Operating Security Standards MOSS/ Minimum Operating Residential Security Standards (MORSS).
10. Participate in regular security related meetings in coordination with the Chief of Mission and the Resettlement Programme Manager/Head of Sub-Office, Damak. Represent IOM Nepal interests in UNDSS Security Cell and Area SMT meetings.
11. Liaise with Chief of Mission and Resettlement Programme Manager/Head of Sub-Office, Damak, SSU and DSS Training Units on all security related training matters, in efforts to ensure that IOM's training procedures are followed and that the specific training meets established standards. Plan, execute and evaluate security training and exercises to include Safe and Secure Approaches in Field Environments (SSAFE) Training, ASMT training, warden training/exercises, first aid training, office evacuation exercises and security induction briefings.
12. Supervise Field Security Assistants and radio operators. Oversee all 24/7 operations of the Damak Radio Room including operational movement tracking, emergency response requirements, the warden system, security report writing, maintenance of equipment and security incident management. Regularly evaluate the performance and deployment of privately contracted security guard service providers.
13. Work closely with the Chief of Mission, Resettlement Programme Manager/Head of Sub-Office, Damak, Security Focal Points (SFP), UNDSS, SSU and all mission staff, to ensure that the highest degree of staff safety and security awareness, that all security procedures are followed.
14. Prepare security briefings for the Chief of Mission, Resettlement Programme Manager/Head of Sub-Office in Damak and staff, proactively encouraging staff to follow IOM and UNDSS mission security guidelines and procedures.
15. As required and in coordination with the Chief of Mission and the Resettlement Programme Manager/Head of Sub-Office in Damak, manage administrative, logistic and budgetary issues related to safety and security procedures.
16. Perform other such duties as may be assigned.

a) interfaces with the UNDSS, safety/security counterparts, relevant government agencies, and other stakeholders to prepare adequate responses to security management challenges; b) anticipates and prepares adequate responses to matters affecting staff safety/security; c) displays availability outside of regular hours to respond to challenges.
Emergency and Crisis
a) works effectively and rationally in high-pressure, rapidly changing environments; b) coordinates actions with emergency response actors and making use of coordination structures; c) supports adequate levels of information sharing with the COM and between internal units, cluster partners, IOM and other emergency response actors; d) establishes and maintains effective relationships with implementing partners; e) makes correct decisions rapidly based on available information.

Desirable Qualifications and Experience
a) completed advanced university degree from an accredited academic institution or other diplomas in security management, social sciences, law, disaster management, international studies, communications and related disciplines, or alternatively an equivalent combination of relevant training and field experience is required in security management fields; b) five years of experience (or seven years for candidates with a first level university degree) working in security management, law enforcement and military disciplines is a pre-requisite, preferably with international experience; c) additional experience in United Nations missions, international peacekeeping, humanitarian emergency operations, strategic security planning/analysis and advanced security training with national or international security agencies or private organizations is highly desirable; d) high level of computer literacy; e) the position requires one to project a confident, professional image and appropriate inter-personal communications/negotiation skills, including the ability to collaborate with police, military and government officials on security matters; f) proven ability to work under difficult physical conditions and in a very stressful environment a distinct advantage.
Languages
Excellent command of English. Knowledge of a local language will be an advantage.
