Context:
Under the functional supervision of the Director of Migration Health Division (MHD) at Headquarters (HQ), administrative supervision of the Director, Manila Administrative Centre (MAC), and in close collaboration with MHD Research Coordinator, MHD Health Assessment Coordinator, US Refugee Assistance Program (USRAP) Medical Adviser, IOM Missions, Information Technology and Communications (ITC), other Departments and MHD staff, the successful candidate will be accountable and responsible for the overall
coordination and implementation of activities involving IOM Health Informatics and data
management to support global migration health operations, research and evaluation.

Core Functions/ Responsibilities:
1. Identify and conceptualize priority areas and directions of IOM health informatics
activities, manage the MHD Health Informatics team.
2. Play a key leading role in the development of operationally sound software for specific
health-related activities from concept of the requirement; analysis of business process;
definition of system requirements, design and architecture; coordination of testing, rollout
and change management; organize and coordinate user training, in coordination with
ITC/ Software Development Unit.
3. Identify gaps in data collection supporting health-related activities such as need for
databases, networking, staff training, equipment and address these needs by
coordinating human, financial and material resources.
4. Coordinate development and maintenance of data exchange interfaces with external
partners such as Centers for Disease Control (CDC) and Refugee Processing Center
(RPC).
5. Analyze continuously MHD systems of data collection and management as well as
quality of data; identify gaps and problems, suggest solutions. Ensure that the
information is analyzable for the programme evaluation and research purposes.
6. Develop concept and maintain delivery of quality control and performance monitoring
indicators in MHD activities and processes, in close coordination with Global QA/QC
Coordinator and relevant MHD colleagues.
7. Maintain and improve a shared knowledge and data repository systems including Global
incident Reporting System, Health Assessment Programme (HAP) Compendium and
MHD Portal, and other relevant repositories and materials.
8. Liaise with colleagues from other service areas, such as movement, accounting,
counter-trafficking to harmonize reporting and use of various database modules.
9. Liaise with partner agencies and organizations regarding information exchange and
harmonization of data management systems.
10. Provide support to the operational research and reporting activities. Support and
coordinate the collection, analysis, aggregation and spread of data as required.
11. Analyze trends in information technologies, especially the ones, pertaining to health.
Provide advice/recommendations on the use of new information technologies in areas of
MHD involvement.
12. Supervise and manage national staff and ensure timely completion of staff evaluations
and other aspects of good human resources management, as required.
13. Coordinate activities of and provide assistance to health informatics focal points in the
field. Undertake duty travel to IOM field offices for training, support and to participate in
migration health-related activities.
14. Perform such other duties as may be assigned.

Technical

Qualifications and Experience
a) completed Master’s degree from an accredited academic institution in Health Informatics/ Biomedical Sciences/Medicine/Statistics or Epidemiology; b) minimum eight years of experience (or ten years of experience for candidates with a first level university degree) in health care industry; of which at least five years of experience in a Leadership / Managerial / Project Development role; c) strong statistical software (Stata, SAS, SPS) and SQL skill and database knowledge required; d) strong knowledge of data mining concepts; e) experience working with electronic health records and healthcare software systems and data reporting preferred; f) demonstrated independent writing skills and public speaking skills; g) good negotiator; h) demonstrated analytical and problem-solving skills and creative thinking.

Languages
Thorough knowledge of English.
NOTE:
1. The tenure of contract of staff members holding a regular contract will remain unchanged.
