Overview:
Founded in 2002 by President William J. Clinton, the Clinton
Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems around the world and expanding access
to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the
premise that business oriented strategy can facilitate solutions to global
health challenges, CHAI acts as a catalyst to mobilize new resources and
optimize the impact of these resources to save lives, via improved organization
of commodity markets and more effective local management. By working in
association with governments and other NGO partners, CHAI is focused on large
scale impact and, to date, CHAI has secured lower pricing agreements for
treatment options in more than 70 countries. In addition, CHAI's teams are
working side-by-side with over 30 governments to tackle many of the largest
barriers to effective treatment and care.
The Clinton Health Access Initiative (CHAI) is supporting
the Government of Cameroon eliminating mother to child transmission of HIV
(eMTCT ) and expanding delivery of quality C&T program. In this light, CHAI
Cameroon is looking for Senior M&E Associate to support program delivery.
The Senior M&E Associate will focus on strengthening
M&E as well as assisting other M&E needs of the PMTCT project as
required. S/he will support the overall M&E of the project to
ensure continuous data is available, to strengthen data use to inform project
management ensuring routine feedback to both the project and the districts and
health facilities. S/he will work with the districts and CHAI PMTCT
Coordinators to establish district monitoring and evaluation teams to routinely
monitor PMTCT and C&T services, testing, patient follow up and retention
and management, and measure patient outcomes against MOH and project targets.
The M&E Associate and the Coordinators will work hand-in-hand to interpret
data to inform decision making, project and patient management. The
M&E Associate will work closely with MOH, NACC and other stakeholders to
ensure that targets and the tools align with the MOH plans. S/he will lead data
quality assessments and as well as develop innovative approaches to improving
data quality and reporting. S/he will also identify and recommend follow-up
actions to the district and national M&E team, S/he will do the
preparation of the M&E component of regular progress reports and updates as
required by stakeholders
Responsibilities:
- Ensure
all PMTCT data is complete within the project timeline (monthly and
quarterly)
- Where
challenges are experienced, develop remedial action plans in conjunction
with districts according to the guidelines
- Develop
M&E database for the project in collaboration with other teams
- Routinely
analyze monthly and quarterly data and supply analysis to project manager
and project director to inform project management in the progress of
meeting the target goals
- Work
with the DMOs and PMTCT coordinators to establish monitoring and
evaluation forums to analyze the data and use it to inform district level
activities
- Monitor
training needs and coordinate trainings where required
- Offer
support for MOH and other staff and as well as technical troubleshooting
as needed
- Lead
monthly, quarterly and annual reporting.
- Participate
in any M&E calls and meetings
- Provide
a coordination function between provincial and district information and
program staff as well as district support partners. Additional
coordination may be required down to the facility level
- Routine
analysis of monthly and quarterly data with ability to develop strategies
to strengthen data reporting and working with (to be established) district
monitoring and evaluation forums to strengthen data quality and data use
- Re-enforce
the M&E SOPs or Guidelines use at all levels
- Liaise
with facilities, district and regional M&E team to
provide routine support in data management quality
- Plan
and execute DQA and support SQA
- Participate
in project reviews and data quality audits quarterly
- Draft
technical documents and background papers as identified
- Support
the Program Manager to identify and define CHAI's overall strategy within
the program area, develop clear operational plans for execution, and
continually identify opportunities for CHAI to add value and maximize
impact
- Collaborate
with government to ensure skills transfer and government ownership,
identify the most critical hurdles to scale-up, and develop innovative
strategies to address them.
- Liaise
closely with technical partners in government to monitor and evaluate
interventions against objectives and targets, bringing in technical
expertise when needed to ensure rapid implementation
- Develop
strong working relationships with key stakeholders in government,
international partners, donors and NGOs, and ensure maximum coordination
of resources and effort for successful implementation and scale-up
- Perform
other tasks as necessary
Qualifications:
- Bachelor's
degree
- Demonstrated
strong analytical, leadership, and problem solving skills
- Ability
to work independently and effectively in high-pressure, fast-paced
environment and handle multiple tasks simultaneously
- Proven
ability to build relationships with a range of stakeholders and drive
immediate results
- Excellent
oral and written communication skills
- High
levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet
applications
- Minimum
7 years work experience required and 5 year work experience in data handling
- Previous
work experience in the West-Central African public health system and
understanding of all components of the health system
- Proficient
in using MS Office (especially Excel and Access)
- other
statistical software package knowledge a plus
- Ability
to work in a team, excellent oral and written skills in English and is
required.
- Experience
in PMTCT and C&T an advantage
- Experiencing
managing large datasets;
- Experience
working with NGOs and/or government organizations in Cameroon;
- Experience
or training in research: developing survey tools, managing data
collection, overseeing contractors, conducting analysis; and
Preferred Qualifications:
- Master
degree in relevant field, statistics, epidemiology, public health
- Experience
in public health / epidemiological research research a plus.
