Overview:
Founded in 2002 by President William J. Clinton, the Clinton
Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems around the world and expanding access
to care and treatment for HIV/AIDS, malaria and other illnesses. By working in
association with governments and other NGO partners, CHAI is focused on large
scale impact and, to date, CHAI has secured lower pricing agreements for
treatment options in more than 70 countries. In addition, CHAI's teams are
working side-by-side with over 30 governments to tackle many of the largest
barriers to effective treatment and care
The Viral Hepatitis programme in Rwanda commenced its
support to the ministry of Health in late 2014. The major barrier to treatment
for Hepatitis C, worldwide but also in Rwanda is the extremely high cost of
drugs. CHAI has been working in partnership with the MOH for the past six
months to develop Hepatitis guidelines, cost a national programme, and assist
in drug price negotiations for Hepatitis C. In parallel to support around Hep
C, CHAI has also supported the Government of Rwanda in their decision to roll
out a universal birth dose vaccination for Hep B.
With CHAI’s support Rwanda aims to get all patients infected
with Hep C on treatment by getting affordable medications which can be included
in the Rwandan Community Based Health Insurance Scheme (locally known as the
Mutuelle), and eradicating transmission of mother to child Hep B with the
implementation of the universal vaccine.
The Program Manager for Viral Hepatitis will lead a small
team in achieving these aims. The program requires someone who is extremely
self-motivated, driven, and with a thirst for success. As well as
motivating the team the PM will need to build excellent relationships with
other key stakeholders and partners, particularly within the MOH and within
CHAI.
Responsibilities:
As part of the CHAI country leadership team the PM will have
the following general responsibilities:
Leadership:
- To
create an environment of continuous learning, where staff are encouraged
and supported to grow and develop and are willing to be held accountable
for their commitments.
- To
support the Senior Program Manager in promoting a culture that is
inclusive and welcoming
- To
develop and maintain efficient and effective systems, and ensure
compliance with CHAI Rwanda policies
- To
provide input towards development of the Country budget and budget
re-forecasts, with participation of operational and program teams in CHAI
Rwanda.
Program Development:
- In
consultation with the SPM, to pro-actively contribute to the growth of the
Rwanda country program in support of the Government of Rwanda priorities.
General Administrative & Operational
Responsibilities:
- Hold
the team accountable to CHAI policies, procedures and guidelines, as
appropriate and with the program teams and HQ staff, so as to enhance the
smooth running of the programs through standardized procedures and
improved support. This may include finance and governance procedures,
staff management, fleet management and IT security and infrastructure
- Address
staff safety and security matters in collaboration with Safety Point
Persons (SPP);
- Ensure
full compliance with the applicable laws of Rwanda
- Perform
any other work-related duties as assigned by the SPM
Program Specific Responsibilities:
- Develop
and implement a plan to provide strategic direction for the hepatitis
programs
- Develop
and implement operational plans and policies and procedures as appropriate
- Determine
appropriate performance indicators to be measured and set baselines
- Review
and analyze monthly data and indicators to inform decision-making ie:
project performance, impact of CHAI agreements locally and prioritize work
efforts accordingly
- Manage
team, including development, training and performance management
- Maintain
and build strong ongoing relationships between CHAI, the Ministry of
Health and other stakeholders and major potential partners
- Collaborate
with stakeholders to gain an understanding of the key challenges at the
various levels and, where appropriate, develop and support policy
development and procedure changes to address those challenges
- Collaborate
closely across CHAI teams to ensure information and skills sharing within
the country office and between global teams.
- Provide
ongoing technical support as needed
- Identify
suitable tools for data collection and analysis, performance management
and training of staff who conduct these activities
- Perform
other tasks as necessary
Qualifications:

- Experience
managing team members with diverse backgrounds and skills
- Ability
to work in a public sector environment to accomplish goals and favourably
influence decision-making processes in a diplomatic and collaborative
manner
- Ability
to work independently and effectively in high-pressure, fast-paced
environment and handle multiple tasks simultaneously whilst mentoring a
team to perform consistently
- Strong
analytical (quantitative and qualitative) and communication (written and
oral) skills
- High
level of proficiency with Microsoft Office software, particularly Word,
Excel, and PowerPoint
- Excellent
attitude to the work and self-motivated persona.
- Experience
working in unpredictable environment, willingness to adapt
Experience:
- Bachelor's
Degree or equivalent plus 6 years work experience; or Advance Degree or
equivalent plus 4 years work experience
- Experience
managing a small team preferred
- Experience
in Public Health management preferred
- Experience
working in developing contexts and government institutions preferred
