Overview:
Founded in 2002 by President William J. Clinton, the Clinton
Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems around the world and expanding access
to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the
premise that business oriented strategy can facilitate solutions to global
health challenges, CHAI acts as a catalyst to mobilize new resources and
optimize the impact of these resources to save lives, via improved organization
of commodity markets and more effective local management. By working in
association with governments and other NGO partners, CHAI is focused on large
scale impact and, to date, CHAI has secured lower pricing agreements for
treatment options in more than 70 countries. In addition, CHAI's teams are working
side-by-side with over 30 governments to tackle many of the largest barriers to
effective treatment and care.
Over 200 million women around the world have an unmet need
for family planning, indicating they would like to stop or limit childbearing,
but do not have access to methods to do so. Increasing access to family
planning has the potential to reduce maternal and infant mortality, reduce the
number of deaths due to unsafe abortion, and improve the health outcomes of
women and families overall. In DRC, 28% of women have an unmet need for family
planning and it is estimated that only 8%of all women are currently using
modern methods of family planning.
Since 2012, CHAI has worked with governments, partners and
manufacturers to reduce the price of contraceptives and increase access to
family planning supplies and services. In sub-Saharan Africa, CHAI’s helps
Ministries to plan, coordinate, and implement family planning scale up, by
providing a strong foundation of rigorous analysis and management support to
more effectively target interventions, allocate resources, and fill gaps to
align contraceptive supplies with human resource capacity and client demand.
One particular focus of CHAI’s work is to improve quantification and
forecasting practices and ensure that sufficient supplies are received
nationally and then appropriately distributed where needed sub-nationally.
In Indonesia, CHAI seeks to provide support to the
government, particularly the BKKBN to improve quantification and forecasting
practices and capacity, to strengthen coordination across entities procuring
and consuming contraceptives nationally and, ultimately, to reduce stock outs
of contraceptives and increase consumption.
Responsibilities:
The Program Manager will be responsible for supporting
BKKBN to:
- Conduct
a national forecast for FP commodities across public and NGO sectors with
active participation of partner organizations, develop a national
supply plan, and coordinate procurement across government and donor
agencies
- Improve
overall coordination of supply chain management, such as by
establishing periodic coordination meetings of donors and partner
organizations to review supply status and needs
- Estimate
national demand for contraceptives in supported and unsupported health
zones and support advocacy efforts for fundraising to increase access
nationwide
- Track
shipments of contraceptives according to supply plan and keep
partners and donors informed, while flagging potential problems for
remedy by global procurement coordination groups
- Monitor
of family planning commodity stock levels, distribution, and consumption
across partner organizations and government stores, and adjust national
forecast and troubleshoot stock outs as needed.
- Collaborate
closely with provinces and partners planning service delivery
interventions that could impact consumption, such as training or
outreach, to ensure both that immediate supply needs for activities are
met and that longer-term impacts on consumption are considered in
forecasts and supply plans
The Program Manager will also:
- Develop
strong working relationships with key stakeholders in government, donors,
and partner organizations
- Manage
the CHAI FP program budget and oversee the work of the FP Analyst
- Keep
global CHAI FP team informed of situation in-country, especially related
to consumption and stock on hand of contraceptives, and provide data as
requested
- Perform
other duties that may be assigned by Country Director or requested by
global Program Director
- Confirmation
of planned implant procurements for 2015-2020
- Current
and future trends in implant uptake
- Analysis
of planned procurement versus anticipated need
- Projections
of financial costs under different procurement scenarios for use in
decision-making around future implant procurements
Qualifications:
- Bachelor’s
degree in a related field with a minimum of seven years or
Master’s degree in a related field with a minimum of 5 years of work
experience in a demanding and fast-paced environment.
- Experience
in supply chain management or related operations and logistics work
- Strong
analytical, problem solving, and quantitative skills, and ability to use
data to inform program development and strategy
- Excellent
written and oral English communication skills
- Experience
building and maintaining collaborative, senior-level relationships
and working with multiple stakeholders
- Ability
to handle multiple tasks simultaneously, set priorities, and work well
under pressure
- Possess
self-motivation and comfort working independently with little
oversight
