Overview:
Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. CHAI's teams are working side-by-side with more than 30 governments to tackle many of the largest barriers to effective treatment and care.

CHAI is currently seeking candidates for the position of Country Manager to launch its office in the DRC and provide overall management and strategic direction to CHAI’s efforts. 

Description of Role:
Reporting to the Vice President, Regional Director - West Africa and Country Director – Nigeria, the Kinshasa-based Country Manager will manage the launch of a new CHAI Country Program in DRC in support of the Ministry of Health. This new effort represents a significant opportunity to build up a targeted, impact-driven CHAI office in a country with significant public health needs. The Country Manager role comprises a full range of responsibilities, including initial fundraising, planning and budgeting; the implementation of technical assistance programs to the Ministry of Health; monitoring, evaluation and reporting; and engagement with both in-country and global stakeholders. 

Most importantly, the Country Manager will be responsible for developing and managing relationships with the Government. Through these interactions, the Country Manager will be responsible for setting the strategy and direction of the CHAI office in DRC, including the identification of opportunities where CHAI can add value and maximize impact to the country in the Government’s priority areas. S/he is responsible for developing clear operational plans as well as working closely with the relevant technical staff in the MOH and their partners, to ensure rapid implementation, skills transfer, and government ownership.

The position is based in Kinshasa, with limited travel both in-country and internationally.
Responsibilities:
  • Work alongside the Ministry of Health to develop and implement CHAI’s initial strategy and agenda in DRC
  • Continually identify new opportunities together with the MOH for CHAI to add value and maximize impact
  • Demonstrate leadership and provide support to all members of country team, managing human resources and ensuring local legal compliance
  • Develop and manage annual program budgets in collaboration with program staff
  • Manage all initial fundraising efforts and key donor relationships in the DRC
  • Maintain appropriate bi-directional communication with CHAI headquarters and other global and country teams within the organization
  • Recruit and build a new and highly effective team of CHAI staff
  • Establish the appropriate processes and tools for planning, budgeting, reporting, and monitoring the progress of CHAI programs
  • Ensure strong execution of the country programs to make sure that CHAI’s results meet and exceed our targets
  • Ensure strong financial management and accountability of the country program budgets
  • Coordinate efforts with CHAI's partners, and identify and establish additional partnerships as appropriate
  • Given CHAI's lean staffing model, taking responsibility for some direct programmatic work when and where needed in support of the country team
Qualifications:
  • Bachelor's Degree or equivalent plus 10 years work experience with increasing levels of responsibility and leadership
  • Comfortable both in a peer relationship with political leaders such as the Minister of Health, as well as at a working level with other civil servants
  • Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus
  • Experience in a leadership role, with full operational and financial responsibility and accountability
  • Demonstrated ability to favorably influence decision making processes in a diplomatic and collaborative manner
  • Demonstrated proficiency in building management processes and tools and ensuring that the organization follows them
  • Demonstrated ability to work with the leadership of his/her organization on strategic, operational, and organizational issues, as a strong yet collaborative team member
  • Proficiency in working independently to solve complex problems without extensive structural or operational support from HQ
  • Ability to achieve maximum efficiency and impact with limited human and financial resources
  • Excellent business-oriented oral and written communication skills
  • Exceptional strategic thinking, problem-solving, team building and interpersonal skills
  • Willingness and ability to travel as needed
