Chief of Party, Agribusiness Investment for Market Stimulation (AIMS), Kenya, Tanzania and Malawi

Background:
Global Communities seeks a Chief of Party for a recently awarded five-year, USDA-funded Agribusiness Investment for Market Stimulation (AIMS) program.  The purpose of this program is to bolster trade by increasing access to finance, capacity building, and market access for micro, small and medium enterprises (SMEs) engaged in agribusiness in Kenya, Tanzania and Malawi.

Responsibilities:
The Chief of Party is responsible for managing the program and its outcomes.  He or she will provide strategic vision and oversight to program activities in Kenya, Tanzania and Malawi. He or she will be responsible for negotiating partnerships with banks at the outset of the program for participation in a loan guarantee facility, and will be the key liaison with USDA, Global Communities HQ, and local partners. The position will be based in Nairobi, Kenya.

The ideal Chief of party candidate will have experience managing similarly sized U.S. Government funded international development programs and experience with financial services for micro, small and medium enterprises (SMEs) engaged in agribusiness. 
Specific responsibilities include
  • Overseeing the technical, financial and administrative functions of the project
  • Negotiating partnerships with banks and manage loan guarantee facility
  • Work with various stakeholders, including private sector firms, government officials and other stakeholders
  • Serving as key point of contact with the donor and Global Communities
  • Ensuring that programming activities meet donor expectations for quality, quantity and cost-effectiveness

Minimum Qualifications:
  • Senior level experience managing a U.S. Government funded international development program required
  • Minimum ten years’ experience in economic development particularly in the area of credit and lending to small and medium enterprises (SMEs), particularly those engaged in agribusiness
  • Master’s degree in finance, economic development, agribusiness or a related field preferred
  • Familiarity with agricultural production and market-linkage constraints in East Africa
  • Fluency in English is required
