Overview:
Founded in 2002 by President William J. Clinton, the Clinton
Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems around the world and expanding access
to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the
premise that business oriented strategy can facilitate solutions to global
health challenges, CHAI acts as a catalyst to mobilize new resources and
optimize the impact of these resources to save lives, via improved organization
of commodity markets and more effective local management. By working in
association with governments and other NGO partners, CHAI is focused on large
scale impact and, to date, CHAI has secured lower pricing agreements for
treatment options in more than 70 countries. In addition, CHAI's teams are
working side-by-side with over 30 governments to tackle many of the largest
barriers to effective treatment and care.
The Logistics Coordinator MMC will be based in Pretoria and
report to the Program Manager MMC at the National Department of Health. The
Logistics Coordinator will lead or manage all VMMC operational plan
implementation logistics functions and responsibilities. S/he will support the
National VMMC program to ensure the best use of resources. The role will
include logistics support across thematic VMMC interventions within government
and with external stakeholders in areas such as forecasting, quantification,
procurement, outsourcing and contracting
Responsibilities:
- Coordination
of all program logistics; develop/implement the country logistics policies
and procedures for the management of the supply chain, including
procurement and stock management
- Ensure
that government minimum standards of logistics procedures and country
policies are implemented and adhered to throughout the program briefing
and supporting relevant staff as required
- Manage
and support logistics staff including ensuring clear division of
responsibilities, clear objectives, and management of performance
- Ensure
that the supply chain is appropriate and cost effective based on budget,
markets, infrastructure, nature of the VMMC program and need for timely
delivery
- Provide
advice and support to senior management on logistics issues, and
collaborate with staff on budgets, technical aspects of the program and
implementation mechanisms as required
- Provide
logistics training and capacity building as required across the MMC
program
Qualifications:
- Essential:
- Bachelor’s
Degree or exquivalent in relevant field of study
- Significant
prior experience of 3-5 years in logistics management within large scale
country programs.
- Substantial
experience in all technical areas of logistics operations including
procurement, stock management and contracting.
- Experience
in developing / implementing large supply chain systems to support
different types of programs and coordinating resources to meet the
program objectives
- Ability
to synthesise and analyse complex information, and make clear, informed
decisions
- Experience
of advising and supporting others at all levels with logistics aspects of
a program, including strategic thinking and planning
- Excellent
planning, management and coordination skills, with the ability to
organise a substantial workload of diverse tasks and responsibilities
- Proven
track- record in managing and supervising others in logistics , including
training and capacity building
Desirable:
- Technical
experience/ training in specific areas of logistics
- Technical
experience/ training in specific types of health interventions such as in
HIV and AIDS
- Formal
management training
