DESCRIPTION

CARE India is seeking a Technical Director (TD) for Economic Development Unit (EDU). The TD (EDU) is responsible for providing strategic direction, oversight and guidance to CARE India’s work in livelihoods in alignment with CARE India’s Strategic Programming Framework. S/he ensures high quality design for deep impact in the lives of the most marginalized populations (women and girls, particularly in Adivasi and Dalit communities) through CARE India’s EDU portfolio, and promotes quality implementation, learning and knowledge building. S/he works with a team of skilled professional staff and partners to lead CARE’s strategy, as well as support reforms to existing national and state programs through appropriate technical support and advocacy initiatives.
In keeping with CARE’s rights based approach addressing the underlying causes of poverty and injustice, the TD (EDU) promotes the embedding of CARE India’s cross-cutting strategies in all livelihood programming toward achievement of the long term goal for empowerment of women and girls from marginalized communities, and secure and resilient lives for them and their households. The crosscutting strategies include promoting inclusive governance, enhancing resilience, and facilitating a shift toward equitable gender relations and norms. The TD (EDU) promotes flagship strategies that embed these themes in CARE India’s projects.

The TD (EDU) will have technical oversight over CARE India’s livelihood projects. The position will lead the development of new models for economic development programming: for example, public private partnership models, innovative financing mechanisms for livelihoods programs, capacity building initiatives, sub-sector analysis and value chain development,  social enterprises, and business development services.

In particular, the position shall spearhead quality of implementation of livelihood projects through technical leadership, ensuring incorporation of innovative cutting-edge interventions, defining and promoting adherence to technical standards, addressing underlying structural causes of poverty, supporting of program operations and multiplying impact through effective knowledge generation, and advocacy. 
The position is responsible for liaising with key external stakeholders in the livelihoods space, positioning CARE India as a thoughtful and innovative player demonstrating significant impact, and a knowledge organization known among development actors for high quality livelihoods programming.

In addition, this position also liaises with various parts of CARE International around strategic and learning agendas related to livelihoods programming, and partnering with the private sector, and positioning CARE India in relevant CARE forums and discussions as CARE evolves.
The position is responsible for portfolio development, growing CARE’s livelihood portfolio in ways that support CARE India’s overall goal and mission, and align with the program approach.
Finally, the position is responsible for building, managing and mentoring the livelihoods team, and managing its inputs to further CARE India’s strategic agenda.

Qualifications & Experience:

  • Master’s degree in Social Sciences, Social Work, Business Administration or equivalent combination of education and work experience
  • Minimum of 10 years of  experience in economic development sector
  • High level of knowledge and experience in livelihood strengthening and diversification, technical services and investments.
  • Proven experience in design and implementation of large scale livelihoods programs/projects in farm and/or non-farm sectors
  • Demonstrable experience in providing technical assistance is livelihood areas, including market based approaches, value chain promotion, microfinance, agriculture and natural resource management.
  • Experience of working in a multi-sector development and humanitarian organization highly desirable.
  • Proven track record of economic development program management
