Description:

Cardno Emerging Markets (UK), is seeking a Team Leader for a DFID funded programme with MOH Sierra Leone. The impact of this programme will be a reduction in the morbidity and mortality rates for women and young children.  The outcome will be increased quality of and equitable access to the basic package of essential healthcare services across the country. 
The programme will manage DFID funds to deliver results in line with the Ministry of Health’s three-year rolling Joint Programme of Work and Funding (JPWF) that operationalizes the National Health Strategic Plan.
This will be achieved through five key outputs to:
  1. Increase the number of and improve the quality of health workers
  2. Improve diagnostic capacity including the management of blood
  3. Improve medicines and medical supplies management
  4. Improve the medical referral system across all the levels of healthcare; and
  5. Strengthen the health management information system and the generation of data
Qualifications:

The aim of the Team Leader position is to provide technical leadership and oversee the delivery of the BPEHS programme including the achievement of the project’s outputs.

The ideal candidate will have:
  • Post graduate degree in Public Health Management or other relevant health/management qualification ; PHD would be an asset 
  • At least 15 years working experience in the design, management and evaluation of complex, donor funded health programmes in sub Saharan Africa 
  • Extensive experience managing public health programs 
  • At least 5 years’ experience providing technical assistance to government ministries 
  • An understanding of DFID Financial management and procurement procedures including DFID’s Value for money approaches. 
  • Ability to lead a diverse team of technical and management experts and to interface with various stakeholders
  • A good understanding of the Sierra Leonean context. Experience working with Sierra Leone will be an added advantage.
  • Experience managing large multidisciplinary technical and management teams
  • Excellent people management and diplomatic skills
  • Excellent English language writing, editing and communication skills required
