Description
Futures Group invites applications for the position of Chief
of Party –USAID funded Health Information, Policy and Advocacy (HIPA) Project –
Phnom Penh, Cambodia
The purpose of the USAID/Cambodia’s new 5 year Health
Information, Policy, and Advocacy (HIPA) project is to support the Ministry of
Health (MoH) in strengthening the quality and relevance of data available for
decision-making, and to support the Royal Government of Cambodia (RGC)’s
Decentralization and Deconcentration (D & D) initiative.
Position Summary
The Senior Technical Manager will be responsible for
supporting and leading all program informatics-related initiatives for
conceptualization, planning, coordinating, implementing and
managing major activities and may lead teams in implementation of specialized
IT services. The candidate is expected to have significant technical expertise
in open source technologies with hand-on development experience.
The position involves providing technical expertise to
support the implementation of existing PHP-based application and developing new
IT programs - dashboards, analytical reports, GIS and mobility solutions,
enhancements to existing PHP-based software and design of information
dissemination portal. The Senior Technical Manager will be responsible for
application of these ICT tools in the health sector and effectively
communicating and working closely with MOH, NGOs and other stakeholders.
Qualifications
- Minimum
10 years experience in ICT implementations
- Experience
in using ICT and mobile for social development
- Proven
technical knowledge in mHealth, eHealth, BI dashboards, Android mobile,
domains and ability to provide technical advice
- Experience
with ICT for NGOs, mobile and social platforms for nonprofits
- Knowledge
of all aspects of ICT Policy regulations related to the provision
of Cloud services
- Post-graduate
qualification in IT or computer science background
- Cambodian
nationals strongly encouraged to apply
