Description

Futures Group is seeking a Senior Information Systems Advisor for an upcoming USAID-funded helath information system reform project in Tanzania. The Senior Information Systems Advisor will be responsible for providing strategic advice to the Government of Tanzania and other stakeholders on information systems in the public sector, systems analysis of public sector information systems, developing requirements and specifications for improved interoperability between, and enhancements to, public sector information systems, determining how technology can be applied to meet public sector information needs, providing technical assistance to enable better data accessibility, use and analysis of public sector data and information and advising on engagement of citizens with public sector information systems to enhance accountability, service delivery and governance. 
The advisor will work in close collaboration with a wide range of stakeholders in public sector information systems including the Government of Tanzania, sector Ministries, local government authorities, the E-Governance agency, development partners and civil society.

Key Responsibilities

  • Based on expert knowledge, make recommendations for improvements to and interoperability between public sector information systems
  • Liaise with Prime Minister’s Office Regional Administration and Local Government (PMO-RALG) and the Ministry of Finance on enhancements to planning, budgeting, accounting and implementation monitoring systems in order to increase accessibility and use of this data by citizens, policy makers and other stakeholders
  • Provide advice and assistance to President’s Office Public Sector Management (PO-PSM), Prime Minister’s Office Regional Administration and Local Government (PMO-RALG)  and sector Ministries on improvement of and interoperability between human resource information systems, and enhanced use of information in human resource policy making and planning
  • Work closely with experts in governance, public sector finance and public sector human resources to advise on the role of information systems in these system strengthening areas
  • Manage a team working directly with individual local government authorities (LGAs) to enhance LGA use of information systems
  • Work with and provide assistance to the Ministry of Health and Social Welfare on implementing a national e-health strategy
  • Liaise with the Ministry of Health M&E technical working group on improving health sector data accessibility and use
  • Come up with strategies to engage citizens in public sector information systems for improved accountability, service delivery and governance
  • Analyse gaps and bottlenecks in deployment, acceptance, support and effective use of public sector information systems
  • Work with Government to provide leadership, oversight and direction to software developers working on public sector information systems
  • Advise Government on the selection and provision of appropriate technology; collaborate in determining priorities and deliverables, monitoring service levels and evaluating against success measures
  • Advice on how public sector information systems can be more effectively used in monitoring and evaluation of public sector interventions at both LGA and central levels
  • Assist Government institutions to develop requirements and specifications for dashboards to public sector information systems to enable better data use
  • Assess potential for useful interoperability between various public sector information systems, and analyse bottlenecks to interoperability and how they can be addressed
  • Provide technical advice on how to improve data quality through the use of improved standards
  • Advise key stakeholders on IT policies, procedures and standards; interpret and disseminate policies, standards and guidelines when indicated
  • Work closely with the Tanzania e-Governance agency in taking forward their mandate

Qualifications

  • Bachelor’s degree required; Masters degree in relevant field strongly preferred
  • At least 10 year’s experience working in effective close collaboration with public sector institutions in developing countries
  • Experience in requirements analysis and design of health informatics solutions (minimum 5 year’s experience preferred)
  • Direct experience leading technical teams is highly desired
  • Proven background in public sector information systems
  • Strong understanding of software development, data structure and systems architecture, systems interoperability and data analysis and presentation
  • Strong understanding of public sector information systems in Tanzania
  • A broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams
  • Understanding of monitoring and evaluation and how routine information systems are used as part of M&E
  • Experience working with and analyzing complex data systems and providing innovative solutions
  • Excellent written and verbal skills are required to communicate technical information to audiences with varying levels of technical expertise
  • Fluency in English required, Fluensy in Kiswahili strongly desired
