Essential Job Duties/Scope of Work:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

PROGRAM SUMMARY: 


International Medical Corps has been present in Cameroon since 2008 to provide assistance to thousands of CAR refugees who have crossed the bordered sheltered in Cameroon as a consequence of the political and social troubles which occurred in CAR since 2005.

The current crisis in CAR has led to the fleeing on more than 100,000 new refugees in Cameroon mainly in East and Adamawa regions. International Medical Corps has been providing health, Nutrition and GBV prevention and response assistance to almost 20,000 new refugees located in the Ngam, Borgop refugee sites and entry points in the Adamawa region.

II/ GBV PROGRAM BACKGROUND

International Medical Corps has been providing GBV prevention and response activities for the CAR refugees and the host population in the Djohong Health District since 2009, and the Meiganga Health District since 2012. In view of expanding its services in the East Region of Cameroon with a higher number of refugees (>75%), International Medical Corps carried out an assessment at the Gado refugee site and the Garoua Boulai entry point. Results showed that there was an unmet need for GBV prevention and response in this community. The current GBV program funded by PRM for a period of 12 months is to respond to the identified needs of the CAR refugees and host population.

III/ JOB SUMMARY

The GBV Program Manager will be responsible for the design and oversight of the GBV program in the Gado Refugee Site and the Garoua Boulai entry point of the East Region of Cameroon. She will be responsible in the overall, for ensuring the quality of the project implementation through technical support, coordination (Internal and External, and staff capacity building.
The prime responsibilities will be to manage the day-to-day activities of the GBV program in the Gado refugee site and Garoua Boulai District; provide support in the training of the program staff, Health care providers of the Garoua Boulai district hospital, Gado Health Centre and the Camp health unit, contribute to appropriate multi-sectored coordination and response to evolving risks and needs in the target population.



IV/ ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Program Planning

• Work closely with the country management team, and the GBV Technical Advisor to understand program goals and to meet expectations
• Set program strategies and a work plan, in coordination with the GBV/Child Protection Technical Advisor, to meet program goals and to determine operational needs
• Analyze trends of GBV and develop/adjust program strategies to meet needs
• Contribute to production of proposals for any new projects


2. Program Management

• Work with the GBV/Child Protection Technical Advisor to conduct a GBV and situational analysis in three areas of operation
• Lead the establishment of Women’s Centers as hubs for recreational activities, life skills trainings, information and case management support
• Identify local partners and points of service and support for individuals in need of protection assistance
• Work in collaboration with the Protection partners to establish/reinforce appropriate community outreach and support structures as well as establish and/or reinforce referral pathways.
• Train GBV staff to provide psychosocial support and case management services
• Establish case management systems
• Identify and train community-based volunteers for prevention activities and referral of survivors
• Organize and lead trainings for partner organizations working in various sectors
• Organize and co-facilitate trainings for medical practitioners in clinical care for sexual assault survivors
• Support the development of strategies for community mobilization around health issues concerning GBV Support the integration of protection principles into health facility support, including training of health center staff, attention to patient flow and information management
• Compile monthly and quarterly reports, on time and with accurate data
• Maintain flexibility to take on added responsibility as and when needed

3. Coordination

• Coordinate with UNHCR, government and NGO partners to ensure well-coordinated prevention and response activities
• Actively participate in GBV working group and relevant task force meetings for collaboration and program planning and Contribute to joint action plans
• Work with partners and community members to monitor and strengthen referral pathways
• Coordinate with other sector actors and working groups to ensure GBV integration
• Work closely with other sectors and consortium counterparts to integrate program components
• Maintain positive working relationships with all partners

4. HR Management & Staff Support

• Support the development of codes of conduct for GBV program staff and volunteers
• Recruit and train GBV Program Staffs to implement activities
• Supervise and mentor GBV Supervisor and other staff working for the project
• Develop support strategies for GBV staff and volunteers and introduce principles of self care
• Provide technical and program management trainings for staff and volunteers
5. Representation
• Represent the organization at meetings as appropriate
• Ensure maximum visibility of the agency amongst the UN and NGO community
• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

6. Financial Management

• Develop financial pipelines in line with program implementation plans
• Ensure planned program activities are in line with the budget and executed in a timely manner
• Work with Logistics to procure program supplies within program budgets
• Adhere to IMC and donor requirements and flag any funding challenges

7. Personal Conduct/security

• Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct
• Maintain confidentiality and uphold other principles in line with protection programming
• Ensure application and compliance of security protocols and policies
• Consider security implications of all program activities, reviewing all new initiatives with staff teams and community leaders


Qualifications:

1. Requirements 

• Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred
• Three years of field experience preferred, including experience in GBV program management and GBV coordination a must
• Experience in emergencies and conflict areas strongly preferred
• Relevant regional experience strongly preferred
• Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on prevention of SEA
• Familiarity with approaches for community and individual psychosocial support
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Profound cross-cultural awareness
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and the ability to cope with stressful situations and frustrations
• Excellent decision making skills
• Strong communication skills, both oral and written
• Ability to work well with a team
• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus

2. Language Skills: 

• Ability to read, write and interpret technical and non-technical information in the English language.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, government representatives and others
• Ability to speak English and French language
