The Finance Manager is responsible for all aspects of
financial management, ensuring compliance with internal policies and procedures
as well as donor requirements. This role builds the capacity of the Orbis
Africa finance team. S/he oversees the day to day work of the finance
department and is responsible for the effective use and deployment of staff and
financial resources. The Finance Manager is based in the Orbis Africa Office in
Cape Town and s/he travels occasionally in Africa and internationally.

ESSENTIAL JOB FUNCTIONS:
Financial Management
- Produce
monthly management accounts and financial reports accurately and to agreed
time scales.
- Prepare
detailed quarterly cash flow forecasts to form the basis for the working
capital request to Orbis EMEA and Orbis International and produce reports
detailing actual expenditure against forecast to agreed timescales.
- Ensure
all balance sheet reconciliations are produced accurately and on a timely
basis to include bank reconciliations, debtors, creditors and
inter-company accounts with Orbis EMEA and Orbis International.
- Produce
relevant financial reports for members of the team, and Boards as required
- Produce
annual financial reports and statements to agreed time scales to comply
with the requirements of Orbis and to the South African legal framework.
- Develop
annual budgets and quarterly forecasts in collaboration with the Director
of Finance and Operations and functional heads
- Manage
the payroll system and Provident Fund Scheme and ensure that payments are
made to individuals, SARS, Provident Fund and Medical Aid Providers to set
timetables
- Ensure
compliance with all statutory requirements relating to financial control,
financial management and accounting.
- Ensure
appropriate external audit arrangements are in place and manage the audit
process.
- Lead
on tax planning, including VAT related matters.
- Maintain
current standing with all mandated local tax and benefits registrations
and requirements, including submissions of payments and reports (SARS, PBO
status, NPO Status etc)
- Ensure
compliance with all statutory requirements relating to financial control,
financial management and accounting
- Ensure
appropriate external audit arrangements are in place and manage the audit
process
- Ensure
implementation and adherence to finance policies, procedures and systems
across all teams
Grants and Fund Management
- Work
with the Fundraising Team and the Programme team to provide financial
in-put into programme budgets and donor proposals
- Monitoring
restricted income and expenditure
- In
collaboration with programme staff monitor programme expenditure
- Oversee
special financial audits conducted by grant maker
- Perform
functions of financial administration and reporting to include, but not
limited to: preparation and timely submission of grant applications and
reports, development and adjustment of associated budgets, coordination of
budgeted funds, screening and processing requests for expenditures and
ensuring the timely application for reimbursement
- Coordinate
finance staffing levels related to grants
PERSON SPECIFICATION
Knowledge
Essential
- Professional
accounting qualification or B.Comm degree. Candidates with relevant
experience may also be considered
- Experience
in the preparation and finalisation of accounts in accordance with current
South African regulations
- Knowledge
of strategic and financial planning including activity based costing,
benchmarking, donor fund tracking and KPIs
- Experience
in budget preparation and reporting
- Computer
and MIS skills including, Microsoft Office, accounting soft-ware and the
Internet to an advanced level
- Financial
reporting to large institutional funders such as the European Union, DFID,
USAID.
Desirable
- Knowledge
of current practice of internal auditing
- International
not for profit experience and an understanding of key issues relevant to
international development
Skills
Essential
- Highly
numerate and able to analyse statistical information and interpret
financial data to produce reports which can be understood by non-financial
colleagues
- Excellent
communication skills, both verbal and written
- Computer
literate; fully conversant with the current uses of information technology
in the workplace and uses IT as a management tool
- Ability
to work at both a detailed and strategic level – e.g. making payments and
producing annual financial delivery plans etc.
