Deputy Country Director -- Republic of South Sudan

This position will focus on the operational, management and financial oversight functions of the IMA World Health/South Sudan office. The Deputy Country Director will work closely with the Country Director, Project Leaders and Director of Finance and Administration to ensure effective project, office and financial management.  The incumbent will represent IMA World Health at official functions/meetings and also provide programmatic leadership.  

Essential Functions:

Management

Provide office management and direction to IMA Republic of South Sudan staff including supervision of:
Finance
  1. Oversee, in conjunctio with HQ Director of Finance, Director of Accounting and CFO, field project financial management and adhere to donor requirements and deliverables as stated in work plans, budgets and contracts.
  2. Work with the in-country finance officers to assure that justification of funds is accomplished in a timely manner.
  3. Work in close collaboration with the HQ Finance and Accounting Staff on all financial and accounting management issues.
  4. Work with in-country finance staff and project leadership to ensure proper financial controls and safeguarding of assets.

HR functions

  1. Maintaining staff schedules
  2. Oversight of staff contracts
  3. Implementation of South Sudan IMA policies & procedures
  4. Supervision of support staff (drivers, security, cleaners, etc.)

Office Management

  1. Provide oversight for the maintenance of offices (Juba, Malakal, etc.), warehouse (i.e. weekly water supply check, generator maintenance, etc.)
  2. Ensure proper supplies at all locations
  3. Vehicle Maintenance

Day to day office management Security Liaison

  1. Ensuring that security protocols are kept updated and followed by staff
  2. Be the security liaison for IMA and keep all staff informed of security alerts
  3. Ensure that hibernation kits and other security processes are kept up to date
  4. Keep IMA HQ informed of security concerns in a timely manner
  5. Attend NGO security meetings and update senior team.

Logistics

  1. Ensuring that Asset procurement policies and processes are followed
  2. Fixed Asset Registered kept up to date.
2. Responsible for developing management systems and communicating with relevant HQ staff.
3. Responsible for managing complex schedules and team-building.
4. Responsible for budgetary oversight of the guest houses
5. Be a member of the country Management Team with CD and Director – Finance & Administration
6. Serve as Program Manager for a select number of projects in IMA's South Sudan portfolio

Relationship Building:

  1. Represent IMA, at the direction of the CD, at meetings with donors,   Ministry of Health, Bilateral and multi-lateral agencies, cluster meetings, etc.
  2. Advocate for the interests of IMA constituencies; faith-based partners and IMA's US member agencies.
  3. Represent IMA in National and Regional forums as well as on relevant committees and task forces as and when needed.

Qualifications (Required):

  1. Graduate degree – MBA, MPH or other related.
  2. Minimum of 5  years experience working in international public health including experience leading a field operation overseas. Strong program and business development orientation including demonstrated ability to think plan and implement strategically.
  3. Understanding of financial, administrative, and human resource functions in a public health organization.
  4. Successful track record in program and proposal development and writing for a variety of donors including foundations, USAID and other bilateral and multilateral agencies.
  5. Knowledge of World Bank, USAID, other bilateral and multilateral funding agencies, and private foundations and in particular their funding priorities, proposal guidelines and procurement procedures.
  6. Significant programmatic and technical knowledge about public health in developing countries, specific knowledge of South Sudanese health context a plus.
  7. Strong networking skills.
  8. Excellent writing, editing and proofreading skills. Very strong communication skills especially the ability to write compelling and winning proposal and the ability to represent the organization professionally and convincingly with donors, partner agencies, and other external clients.
  9. Ability and flexibility to adjust schedules and priorities to meet proposal deadlines, juggle multiple assignments, and manage shifting priorities.
  10. Proven attention to accuracy and details.
  11. Cross-cultural sensitivity a must.
  12. Experience leading and managing a professional and support staff in a multicultural, multi-linguistic environment.
  13. Extensive in-country travel may be required, with occasional travel outside of Republic of South Sudan.
  14. Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint.  Internet fluency a plus.
