Country Director -- Republic of South Sudan


The Country Director will provide leadership to IMA World Health's project portfolio being implemented in the Republic of South Sudan. This position will focus on building and maintaining partnerships so that IMA can continue engaging in core priority health areas, including health systems strengthening, disease management and control programs, and nutrition. Currently, the country program portfolio is managing funding from various multilaterals, bilaterals, and private partners to address health needs in South Sudan. The Country Director will oversee implementation of all IMA's projects and will supervise members of the senior management team. Working with HQ and in-country staff, the CD will provide oversight to set up and support the overall organizational strategy for program implementation and development opportunities for IMA World Health in the Republic of South Sudan.

Essential Functions:

Management

1. Provide leadership and direction to IMA Republic of South Sudan staff in all functional areas including: Program, Finance, HR, and Administration.
2. Oversee the completion and submission of deliverables for all projects.
3. Responsible for budgetary oversight for the office management and designated projects under the purview of the office.
4. Demonstrated effectiveness in coordinating complex schedules. Outstanding organizational, team-building, and leadership skills.

Management

Relationship Building

1. Represent IMA at meetings with donors, South Sudanese Ministry of Health, Bilateral agencies, cluster meetings, etc.
2. Advocate for the interests of IMA constituencies; faith-based partners and IMA's US member agencies.
3. Represent IMA in National and Regional forums as well as on relevant committees and task forces.

New Business Development

1. Provide leadership on new business development in Republic of South Sudan, focused in four areas:
• Proactive identification of funding opportunities.
• Directing and managing support for the development and submission of proposals to major bilateral, multilateral and other donor agencies including Foundations.
• Environmental scanning/intelligence gathering, networking with donors and key stakeholders.
• Keeping abreast of trends in the health and development sector, coordinating strategic guidance on key program development areas.
2. Work with the leadership of the Program Department and Senior Director of Business Development to strategically assess programmatic needs, identify priorities for funding and pursue potential donors compatible with IMA World Health's strategic priorities for Republic of South Sudan.
3. Manage, lead and coordinate new business opportunities, and the development of proposals and concept notes with the Vice-President of Programs, Senior Program Officer, the Business Development Team and other appropriate staff in Republic of South Sudan, coordinate corporate decision-making around development and bidding priorities.
4. Build networks with colleagues in South Sudan to identify new opportunities for innovative programming and potential funding sources to support the strategic priorities of IMA World Health.
5. Provide leadership and direction to the faith-based strategic thinking and work planning processes to ensure that FBO perspectives are brought to bear in project design and implementation.
6. Analyze and track donor trends at the country levels.

In-country travel may be required, with occasional travel outside of Republic of South Sudan.

Qualifications (Required):  

1. Graduate degree – MBA, MPH or other related;
2. Minimum of 8 to 10 years' experience working in international public health including experience leading a complex program portfolio. Experience in South Sudan preferred.
3. Capable of directing and managing change, inspiring teamwork and high performing teams. Maintain a positive outlook, motivate self and team to work constructively under pressure.
4. Strong program and business development orientation including demonstrated ability to think, plan and implement strategically and competitively in the development of programs and proposals.
5. Minimum three years' experience working with technical/subject matter experts and technical material drafted by scientific/technical subject matter experts.
6. Successful track record in program and proposal development and writing for a variety of donors including foundations, USAID and other bilateral and multilateral agencies.
7. Knowledge of World Bank, USAID, DFID, and other bilateral and multilateral funding agencies, and private foundations and in particular their funding priorities, proposal guidelines and procurement procedures.
8. Significant programmatic and technical knowledge about public health in developing countries, specific knowledge of South Sudanese health context a plus.
9. Strong networking skills.
10. Excellent writing, editing and proofreading skills. Very strong communication skills especially the ability to write compelling and winning proposal and the ability to represent the organization professionally and convincingly with donors, partner agencies, and other external clients. Ability to clearly and effectively express ideas, thoughts and concepts verbally and in written or graphic form, using correct and appropriate grammar, organization and structure, and effective presentation media and techniques.
11. Understanding of financial, administrative, and human resource functions in a public health organization.
12. Ability and flexibility to adjust schedules and priorities to meet proposal deadlines, juggle multiple assignments, and manage shifting priorities.
13. Proven attention to accuracy and details.
14. Cross-cultural sensitivity a must.
15. Experience leading and managing a professional and support staff in a multicultural, multi-linguistic environment.
16. Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint. Internet fluency a plus.
