Under the direct supervision of the Deputy Director (Programmes) in
the Gaza Field Office and in close coordination with the Director, Education
Department and relevant Departments and Divisions, the Project Manager,
Education Management Information System will manage and lead all aspects of the
project management, change management and communications associated with UNRWA’s
new information system related to the Education Reform Strategy. The envisaged
information system will replace and/or introduce new systems available
Agency-wide. This primarily focuses on replacing the existing planning,
monitoring and reporting system known as the Education Management Information
System (EMIS) and transforming it into a student-centered and school-based
system providing key education planning and management information. Key elements
of this role include facilitating stakeholders’ engagement, supporting the
Education Reform Strategy, and knowledge management. In accordance with the
established Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
· Be responsible for project development and implementation of work
plans for the phases of education monitoring, reporting, system implementation,
ensuring that tasks are completed on time, within budget and to the satisfaction
of internal and external stakeholders; ensure coordination and oversight of the
implementation of EMIS in schools across the five Fields;
· Manage the project’s resource allocation (financial, human and
material), including, but not limited to, contract preparations and budget
execution;
· Conduct and coordinate periodic reviews of status, delays, gaps,
issues, and proactively identify/recommend potential resolution; prepare
presentations, status reports, updates and briefings on the progress of
implementation for senior management, donors and other key
stakeholders;
· Develop change management and communication strategies and
activities; conduct training needs analysis and spearhead capacity-building
activities;
· Facilitate working sessions for a varied audience, ranging from
senior management to technical team members and ensure a collaborative
Agency-wide approach;
· Establish, coordinate and manage appropriate project governance
arrangements towards an environment of mutual accountability of the stakeholders
identified in project roles and responsibilities
documentation;
· Identify and implement structures required for maintenance of the
project systems support, and governance after the design and initial
implementation stages.
Professional Knowledge and Experience
· Advanced university degree from an accredited educational institution
in management and/or educational information systems, business administration,
or a related field;
· A minimum of eight years of experience in management of
administration and information systems or related fields in large international
settings/organizations;
· Experience in the development and successful roll out of M&E IT
systems;
· Experience in successfully managing large scale process
transformation and change management initiatives which have materially and
structurally improved business processes using, but not limited to, IT
systems;
· Excellent command of written and spoken
English.
Competencies
· Excellent knowledge and demonstrated experience in large scale
project planning, development and successful roll out; broad managerial and
administrative experience with in-depth understanding of the technologies
underpinning systems and their capabilities;
· Ability to develop operational and work plans for implementation,
direct others in the execution of the project, and ensure timely delivery of
results;
· Mature judgment, initiative, and resourcefulness; proven ability to
ensure an effective work structure to maximize productivity and achieve
goals;
· Excellent interpersonal skills, including ability to operate
effectively across organizational boundaries; ability to establish and maintain
effective teams and partnerships and working relationships in a multi-cultural
multi-ethnic environment with sensitivity and respect for
diversity;
· Proven record of building and managing teams and creating an enabling
work environment including ability to effectively lead, supervise, mentor,
develop and evaluate groups of staff and design training/skills enhancements
initiatives to ensure effective transfer of
knowledge/skills;
· Excellent communication skills, including ability to present and
defend difficult positions to senior officials.
Desirable Qualifications
· Experience in current knowledge management strategies and enterprise
resource planning practices in a global setting;
· Knowledge of the administrative systems utilized by the United
Nations including vendor management experience;
· Certification as a Project Management Professional (PMP) or
equivalent;
· Knowledge of Arabic.
Equivalency
When the minimum requirements are not fully met, the Director of
Human Resources may exceptionally substitute part of the unmet requirements with
a combination of relevant academic qualification, additional professional
training and progressive relevant work experience. NB: Work experience alone or
formal qualifications with no relevant work experience are not considered an
acceptable combination.
Additional Information
The incumbent will be required to work beyond normal working hours
and to travel frequently throughout the Agency's area of operations in the
Middle East .
Conditions of Service
UNRWA offers an attractive compensation package including annual
salary starting at $72,467
net tax free with dependants or $67,483 single, plus post
adjustment of 56.3% (subject to change without notice). Other benefits, subject to
eligibility, include education grant, dependency allowance, home leave, pension
fund, health insurance and 6 weeks of annual leave. Staff members based in Gaza
are entitled to additional benefits, subject to eligibility, including Extended
Monthly Security Evacuation Allowance, and R&R leave, currently every 8
weeks (according to the UN classification of the duty station) but subject to
change without notice. While Gaza is a non-family duty station, eligible
staff members may set up a second household in a nearby location to have their
family nearby. Initial contract is for
one year, with the
possibility of further extensions subject to the availability of funds and the
continuing need for the post.
