Save the Children has been working in Myanmar since 1995. Our programmes include child survival, health, HIV/AIDS, education, child rights, child protection and child rights governance in 28 locations across the country.
Save the Children International is looking for Humanitarian Operations Coordinator to join our team. This is a 12-month assignment based in Yangon, Myanmar. Please note that due to the urgent nature of the recruitment, selection process will be carried out while the vacancy announcement is ongoing. The position might be filled before the application is closed.
Role purpose:
The Humanitarian Operations Coordinator will provide direct support to the field teams in Rakhine, Meiktila, Kachin/NSS and other emergency responses in the effective planning, management and implementation, and monitoring of all programme work. In addition, this post will lead on proposal development and report input and review.
The Humanitarian Operations Coordinator will support the response team in ensuring that programme planning and implementation is in line with SCI standards, ensuring donor compliance and accountability to beneficiaries, SCI staff and donors. This role is varied and demands someone who is flexible, willing to travel regularly, and able to work across teams in both Yangon and the field.
Key areas of accountability:
  • Support the management of all emergency response programs, including the development of work-plans, procurement and HR plans, following-up on procurement and recruitment in Yangon, and ensuring strong information flow & management between Yangon and the field.
  • Work closely with field teams to support the effective financial management of all projects, including developing phased budgets, BvA review, monitoring expenditure, and supporting budget holder decisions
  • In conjunction with the Finance and Grants team, organise and facilitate grant start-up meetings in Yangon and the field
  • Maintain regular communications with field teams to identify support needs and ensure projects are on track to deliver results on time and on budget
  • Support on active monitoring and ensuring the proactive revision of any budgets and project plans where required
  • Support country programme management through maintaining an overview of the operational aspects of emergency responses across the country programme, including project progress, finances, and any project issues - act as an information focal point to brief staff and management before meetings
  • Coordinate the development of all emergency proposals, ensuring effective input from the field teams/operations/technical advisors and donor requirements
  • Act as a liaison between the field teams, the humanitarian department, and the grants team in Yangon to ensure effective flow of budget re-coding, information, and grant management
  • Organise internal and external deployments to support emergency responses
  • Identify, and where applicable provide, learning and training opportunities for Save the Children staff and partners and work as a mentor for less experienced staff.
  • Flexibility to provide surge support to scale-up current programs or initial surge capacity for start-up of a new response; provide assistance in launching rapid assessment, overseeing data collection, write up of needs assessments, work-planning, communication
Qualifications and experience:
Essential
  • Experience and understanding of the project management cycle, including field-level project implementation and working against log-frames
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities and work calmly under pressure
  • Demonstrable financial and budget management experience, including the ability to train and mentor staff on project financial management
  • Ability to write clear and well-argued proposals and/or reports; experience in proposal coordination and development
  • Proactive and solutions focused, with an ability to remain detail-oriented while maintaining strategic oversight
  • Ability and willingness to travel regularly into the field
  • Proven team working skills, adaptability and flexibility
  • Strong communication skills
  • Excellent written and spoken English
  • Competent in using email and computer packages such as Word and Excel
  • Commitment to Save the Children's aims, values, principles and Child Protection Policy
Desirable
  • Have undertaken Save the Children approved Safety and Security training in accordance with member and Alliance required minimum standards.
  • Experience working in emergency response in Myanmar
  • Experience in field-level project implementation
