Save the Children has been working in Myanmar since 1995. Our programmes include child survival, health, HIV/AIDS, education, child rights, child protection and child rights governance in 28 locations across the country.
Save the Children International is looking for Humanitarian Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to join our team. This is a 12-month assignment based in Yangon, Myanmar. Please note that due to the urgent nature of the recruitment, selection process will be carried out while the vacancy announcement is ongoing. The position might be filled before the application is closed.
Role purpose:
The primary objective of the post holder is to develop and implement an MEAL framework that will maintain accountability standards and ensure effective monitoring, evaluation and learning of current emergency programmes in Myanmar. The post holder will develop and adapt M&E tools/approaches, develop and build the capacity of the MEAL team, provide support and guidance to operations teams, and clearly define M&E functions within the Humanitarian, Operations and Programme Development and Quality (PDQ) teams.
Key areas of accountability:
- Develop and implement an integrated M&E, accountability and learning framework and strategy for the overall monitoring of emergency programmes including: rapid assessment and baseline tools, project specific monitoring tools, approaches, staff and team responsibilities and frequency of monitoring and evaluation activities
- Review current approaches for project monitoring (assessment, baseline, indicators, data collection/management and reporting) and identify strengths, weaknesses and opportunities of the current systems and approaches
- Develop and maintain output tracker / IPTT (indicator performance tracking table) for all emergency responses, provide training for field staff on using the tools and reporting against outputs
- Train and support field program teams to develop and implement effective and appropriate project M&E plans and tools, based on project log-frames (including data collection frequency and data management)
- Support project staff to collect good quality monitoring data in a timely manner and collate/organize data received for reporting purposes
- Develop and manage the implementation of a data/information management system; act as a key information focal point for the CO and provide information to various teams / management
- Assist in data quality assurance and compliance with all grants related reporting requirements and their timely submission
- Ensure that the emergency response complies with SCI MEAL standard operating procedures, and that programmes and designed and implemented in accordance with international MEAL standards
- Bring together data and findings from across projects and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development.
- Lead the development of accountability and complaints mechanisms, and support implementation at field level. This will involve continuous monitoring to ensure the mechanisms are appropriate and effective in the context and alter where necessary
- Ensure that all staff at all levels, including senior managers and directors, fully understand and promote accountability in general and to children in particular, through training and coaching.
- Support planning, implementation and follow-up of evaluations, including writing TORs, preparing review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, leading report review. Participate in evaluations where required.
- Coordinate with Humanitarian, PDQ and Operations teams and programme staff to ensure that lessons learned are properly communicate, documented and are incorporated into programme implementation and design.
- Input on the MEAL aspects of all new proposals, including appropriate budgeting and providing feedback on the log-frame and monitoring plan
Qualifications and experience:
- Post graduate degree in development, related social science or programme M&E
- Significant international experience in developing and implementing M&E systems
- Previous experience of working on large, multi sectoral programmes in both emergency and recovery contexts
- Previous experience with developing emergency and recovery, project based M&E systems for a range of different donors
- Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
- Experience in all aspects of programme development, proposal writing and budget development
- Ability to write clear and effective assessment and project reports
- Experience of, and commitment to working through systems of community participation and accountability
- Demonstrated ability to work effectively in politicised and multi-cultural settings with a wide variety of stakeholders.
- Ability to analyse information, evaluate options and to think and plan strategically
- Excellent interpersonal, communication and representation skills
- Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication
- Fluency in written and spoken English
- Commitment to and understanding of Save the Children's aims, values and principles.
- Ability and willingness to travel regularly to the field
