Job Summary

Cardno is looking for a long term Financial Investigation Adviser for an upcoming anti-trafficking project in the ASEAN region.
 
The Financial Investigation Adviser will assist specialist anti-human trafficking units and where appropriate, prosecutions offices to build capacity in the area of financial investigation and forensic accounting to enable anti-human trafficking investigations to target financial incentives for trafficking.​

Key Responsibilities


Specific Duties
  • Provide advice, on-the-job mentoring, documented guidance, and training in financial investigations, money laundering and basic forensic accounting practises for specialist investigators and prosecutors.
  • Assist counterpart to develop policies, procedures and techniques to assist intelligence led investigation targeting the financial dimensions of human-trafficking crimes.
  • Advise counterparts and key stakeholders with regards to the necessary legislative and policy framework necessary to support financial investigations in their jurisdictions.
  • Liaise closely with the Investigations Advisers and Prosecutions Adviser to ensure complimentary capacity building efforts.
  • Liaise closely with the Monitoring and Evaluation adviser in supporting the development of regional and national annual work plan by Senior Officer Meeting of International Crime (SOMTH), Heads of Specialist Anti-Trafficking Units (HSU) and Technical working Group (TGW) members.
  • Ensure compliance with the donor core policies, including but not limited to Disabilities and Child Protection Policy.
  • In coordination with the donor liaise with whole-of-government partners including Australian Attorney General’s Department  (AGD), Australian Federal Police (AFP) and Department of Foreign Affairs and Trade (DFAT) on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking.
  • Others duties as directed by the Team Leader.  
 
Core Competence Required
  • Extensive knowledge and experience in investigative procedures, the management of criminal intelligence, financial investigations and the application of mutual legal assistance.
  • Extensive knowledge and experience in the investigation of serious and organised crimes, particularly those with a financial dimension.
  • Demonstrated experience in the design and delivery of training programs for financial investigators.
  • Demonstrated capacity to interact with counterpart in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support.
  • Demonstrated capacity to understand, apply and provide advice to counterparts on the application of contemporary gender and human rights principles.
  • Highly developed interpersonal skills complemented by excellent written and verbal communication skills.
  • Competent information technology skills.
 
 Qualifications
  • Post-secondary or tertiary qualifications in a relevant discipline are mandatory
 
 Position Duration:
  • Part-Time, total of up to 180 day over 5 years, home based with regular visit to the region.​

Salary range from AUD679 to AUD 849 per working day.
