FORMIS II will be built on the achievements of the first phase of FORMIS (10/2009–3/2013). The project will expand the use of selected FORMIS applications and its activities in all provinces of Vietnam with a focus on forest covered provinces. VNFOREST is the implementing organisation of FORMIS II.
The project is funded by the Government of Finland. Niras Finland Oy as a lead consultant, in collaboration with GFA and GreenField Consulting & Development, provides technical assistance services for the project.
Niras Finland is looking for Training and Communication Expert for a 3 year position duty stationed in Hanoi, Viet Nam.
The Adviser will report to the International Chief Technical Adviser.
Description
The role of the Training & Communication Adviser is to help ensure the successful operation of the project (Development of Management Information System for the Forestry Sector in Viet Nam - Phase II (FORMIS II) 2013-2017) by providing advice and support in training, stakeholder co-operation and communication with following main duties:
- Overall responsibility for managing the training activities.
- Responsible for procuring the training services and supervising the service providers
- Responsible for conducting training need assessment
- Quality assurance of the training programmes;
- In collaboration with stakeholders support to create and manage content for the VNFOREST Portal;
- Support the consolidation of VNFOREST web-publishing activities;
- Support for a sustainable way for long-term maintenance and updating of the VNFOREST Portal
- Produce communication material to inform stakeholders of FORMIS plans, progress and results;
- Participate in planning, monitoring and reporting.
Master’s degree in a field relevant to the position.
Professional Experience Required
- Proven track record in the successful delivery of technical training in developing countries, including experience in designing and delivering training-of-the-trainers programs.
- The Adviser should be familiar with the principals and techniques involved with adult learning, and understand capacity building methodologies.
- A minimum of 5 years of working experience.
- Working experience in stakeholder networking and public relations with diverse stakeholders;
- Preferably experience in monitoring & evaluating of training programmes;
- Excellent representation and negotiation skills. Good interpersonal and facilitation skills.
- Prior experience in Viet Nam is an advantage.
