Background

The Ministry of Women’s Affairs (MoWA) is
implementing and making good progress of the Neary Rattanak III (NRIII)
2009-2013. NRIII is the key strategic direction for promoting gender
equality and women’s empowerment in Cambodia. It aims to ensure
gender-responsiveness in national policies, legislation and reform
programmes; to support economic empowerment of women; ensure legal
protection from violence and sexual and labour exploitation; to promote
changes in attitudes and behaviour patterns which discriminate against
women; to develop the capacity of women; and address barriers in order
for women to access and claim their right to fully participate and
benefit from economic and social development, also as decision-makers .
In
late 2011, MoWA, in close partnership with UNDP/Partnership for Gender
Equity Phase III (PGEIII), conducted a mid-term review (MTR) of the
implementation of the NRIII to reflect the progress, achievements,
challenges and particularly the future directions for gender
mainstreaming and gender equality in Cambodia. The MTR also included
costing and resource mapping of the NRIII.
Advancing
gender equality in Cambodia is clearly indicated in the UNDP Country
Programme Action Plan (CPAP), with the specific outcome: “By 2015,
gender disparities in participation and economic growth reduced”. In
this context, PGE III seeks to provide MOWA with technical assistance in
its endeavor to promote greater gender equality in Cambodia.
MoWA/PGE
III has also received funding from SIDA for 2012 and 2013 to support
the development of Programme-Based Approach (PBA) on Gender, which is
one of emerging inititatives of the MoWA. Under the partnership of UNDP
and SIDA, MoWA/PGE aims to achieve the following key objectives:
- Support MoWA on the development and implementation of PBA;
- To
develop and implement a comprehensive capacity development (CD)
strategy for MoWA and for selected GMAGs in support of a better aid
effectiveness through Programme Based Approach (PBA);
- To support MoWA on the development of the Neary Rattanak IV; and Cambodia Gender Assessment III (CGAIII).
The
year 2013 presents critical opportunities for MoWA as it takes stocks
of past achievements and challenges in the implementation of NR III
2009-2013, and prepares the development of Neary Rattanak IV
(2014-2018), and the Cambodia Gender Assessment (CGA) III. In
preparation for development of the Neary Rattanak IV, MoWA, through
UNDP/SIDA/PGE support, is looking for a highly qualified international
consultant to support the development of the Neary Rattanak IV.
In 1999 MoWA prepared and implemented its first five year strategic
plan called “Neary Rattanak”. Later in 2003, MoWA in partnership with
line ministries/institutions at national and sub-national level reviewed
the effectiveness and efficiency of the implementation of the strategic
plan “Neary Rattanak I” and developed “Neary Rattanak II” which was
considered as an important part of the Rectangular Strategy of the Royal
Government of Cambodia in its third mandate. In line of second-phase of
the Rectangular Strategy for Growth, Employment, Equity and Efficiency,
and the National Strategic Development Plan Update 2009-2013, MoWA in
partnership with relevant ministries/institutions and other partners,
has developed the current strategic plan Neary Rattanak III to
contribute to the government’s continuous effort in promoting gender
equality and the empowerment of women in Cambodia.

Duties and Responsibilities
|
The overall objective of the assignment is to
support the development of the Neary Rattanak IV (NRIV) with the scope
as follows:
- The NRIV shall
clearly spell out key strategic framework and program areas that MoWA
shall engage from 2014 to 2018, namely the promotion of gender equality,
gender mainstreaming pertinent to women economic development,
gender-based violence, education, health, women in decision- making and
politics, climate change, and other inter-related emerging issues. The
NRIV can be both inward and outward-looking.
- The
strategic framework and program areas for gender equality and gender
mainstreaming of NRIV shall ensure that they are strategically linked,
complimented, and contributing to the achievement of key national
policies and strategies, including NSDP Update 2009-2013, especially the
Royal Government of Cambodia (RGC)’s initiative on the new National
Strategic Development Plan (NSDP) 2014-2018, Rectangular Strategy II,
Cambodia Millennium Development Goals, current RGC reform programs,
including decentralization and deconcentration (D&D), public
financial management reform (PFM), and public administrative reform,
national priorities and other government strategies policies.
- The
NRIV shall rigorously take into account current progress, challenges
and new opportunities relative to the key areas of focus in the NRIII,
including but not limited to the institutional structure, capacity
development, PBA on gender, strategic management and aid effectiveness.
The NRIII mid-term review (MTR) report, conducted in 2012, is a
comprehensive stock-taking analysis of the NRIII implementation. It
shall specifically reflect NRIII and major recommendations in the NRIII
MTR to provide a clear basis for direction and focus of the NRIV.
- Coordination
and management arrangement are critical for the implementation of NR4.
The consultant is required to look at current practices under NR III in
the light of identification of new approaches and needs for improving
the situations in terms of reporting and monitoring requirements,
partnership, finance and budget.
- It shall clearly
address the status of capacity development in MoWA and shall propose key
approaches to implement MOWA’s Capacity Development Strategic Plan
effectively in addition to engage with and strengthen capacities of
Gender Mainstreaming Action Groups (GMAGs) in line ministries to
mainstream and promote gender quality in their sectors. In that regard,
the incumbent must ensure s/he works closely with a consultant being
engaged in MoWA on aid-effectiveness to succinctly synergize inputs from
these initiatives into the key focuses of NRIV.
- Given
the newly emerging potential issues/entry points for promoting gender
equality, possibly identified throughout the process, the incumbent can
suggest key programme areas that MoWA should take into account
relative to the progress which has been made since the publication of
CGA: A Fair Share for Women. The new assessment, to be undertaken in
early 2013 will inform the senior management of MOWA of effective
business solutions, policy and decision-making in addressing crucial
gender issues.
Expected Outputs and Deliverables:
- Inception report:
one week after the contract is signed; the consultant shall prepare and
submit an inception report to MoWA/PGE for discussion and approval
before undertaking the exercise. A kick-off meeting with MoWA/PGE will
be organized before developing the draft inception report, during which
time the consultant can clarify the expectations. The inception report
is basically a framework of consultant’s feedbacks on the scope and
focus of assignment, methodology, and draft contents for the NRIV.
Inception report itself is 5-page in maximum, excluding the NRIV's draft
content.
- Draft NRIV: after
the completion of data collection/consultation exercise, the consultant
will develop and submit the first draft to the supervisors of NRIV
MoWA/PGE for review and comments. A number of meetings can be convened
to discuss and comment the draft.
- Consultative workshops on the draft NRIV:
the consultant presents draft NRIV to MoWA's relevant staff and PGE
team in consultative workshops, the schedules of which will be discussed
with MoWA/PGE team. This consultative workshop/process can be extended
to other stakeholders, e.g. through TWG-G mechanism, line ministries and
DPs, subject to request from and discussion with MoWA/PGE.
- Finalization of the NRIV: the
consultant prepares a final draft of NRIV together with final
assignment report for submission within two/three weeks after completion
of all meetings/consultations on the draft. Final draft of NRIV shall
incorporate comments/feedbacks provided by stakeholders during
consultation workshops/meetings.

Required Skills and Experience
|
Education:
- At least Master degree or equivalent
in relevant area such as Public Administration, Public Policy, Social
and Political sciences, Gender Studies, Development Studies, or
equivalent
Experience:
- At least 7
years of proven strong professional expertise in the field of gender
equality, gender mainstreaming, and women’s economic development.
- Proven
previous relevant excellent experiences, at least 7 years, in policy
and strategy development; assessments or evaluations, and organizational
and institutional capacity development and assessment.
- Experiences
and knowledge in the area of capacity development, strategic leadership
and management, especially in public administration context
- Knowledge
and experiences in Programme Based Approach (PBA) and aid
effectiveness, and particularly for PBA in gender equality are
desirable.
- Demonstrate sound knowledge on current key reform programmes of the Royal Government of Cambodia.
- Substantial relevant experiences in Cambodia are value-added
