JOB PURPOSE:
To provide strategic and operational HR support to the Indonesia
Programme and to ensure best practice of human resources management are
implemented.
Dimensions
The following resposibilities are not exhaustive. They aim to provide clear sense of nature and scope jobs at this grade:
- Supervising/monitoring resources defined within the boundaries (e.g. one or more countries) or specialist professional area, which may include people, assets and/or budgets.

- Assisting with the development of solutions to diverse and complex problems and developing solutions to more routine problems.

Key Responsibilities
To manage administration process to support aspects of the Indonesian HR management:
- Advice and support programmes on HR operation and systems and ensure HR basics are in place to meet the minimum corporate standards across the region.
- Effective payroll processing through the submission of monthly payroll, including assisting with processing tax, security and provident fund information, and other payments required by the local labour law and/or the internal policy. Liasion with Corporate Human Resources Reward Admin Team for staff paid from Oxford where appropriate.
- Effective management and administration of the HR business process, e.g. starter, performance management, leaver, tracking expiry dates of contracts, and reporting to different managers ahead of time and facilitating end of contract processes like exit interview and payments.
- Effective benefits administration for staff: 1. Attendance management; staff leave by updating the computerized and manual personnel files with leave and absence details. 2. Monitoring cost of additional benefits for staff on Global contract (e.g. school fees, relocation, administration). 3. Processing medical expenses claims querying any anomalies against procedure. Liaise with internal and external stakeholder (OXFORD, VANBREDA, ISOS etc.) whenever necessary.
- Assist HRM in budgeting preparation and budget monitoring.
- Maintain accurate and complete data on the Peoplesoft HR "GOLD" database. Seek support from GOLD HelpDesk as necessary. Establish regular and documented data quality auditing processes for the region.
- Acts as the GOLD contact, provide support to the programme teams as requested, and provide training for new users.
- Support the recruitment process as requested which will include placing advertisement, administering recruitment database (I-Grasp), arranging interviews, medical checks, references and issuing contracts.
- Facilitate the induction of the new recruited staffs in the regional centre.
- Contribute to project work individually or collectively as required on matters of human resources management, e.g. National Pay Review, GOLD Project.
- Coordinate on staff probations and ensure the probationend is completed by the line manager.
- To provide support on L&D activities and inputing L&D data on GOLD.
Skills and Competence
- Good team member with experience of working in a small team and supporting a wider programme team.
- Strong interpersonal awareness including excellent facilitation skills and able to get on well with others. Must have diplomacy, tact and respect for confidentiality.
- Good communication skill - verbal and written - English and Indonesian.
- At least three years experience in a HR or training role wiht either knowledge of training and learning principles or HR administrative procedures and systems. Pfreferably qualified in HR or personnel management or working towards the qualification.
- Computer skills - Word, Excel, use of the internet, databases and email.
