Dimensions
· Responsible
for managing campaign and advocacy projects and partners working on
climate change, agriculture and food security policies and practices.
· Works with peers in Policy and Advocacy Department, Development Programme and Humanitarian team for shaping and delivering work.
· Initiates
and strengthen liaison with respective stakeholders (mostly at national
level) including UN agencies, policy makers and private sectors which
requires sensible judgments, understanding about Oxfam policy and
procedures.
· Provides on regular basis creative/innovative solutions to problems or tasks.
· Makes independent decisions and solves problem on new and complex issues, requiring creative thinking to find best solutions.
· Demonstrates ability to work under pressure, meet deadlines and use of independent judgement.
· Develops and implement projects, including development of strategies and operational plans following Oxfam's change model.
· Provides professional support and feedback to managers in responsibility areas.
· Understands and maintains financial and programmatic management, monitoring, evaluation and learning
· Uses information from a variety of sources to inform decision making on 'poverty and power' issues.
· Focuses on knowledge management on national agriculture, climate change, trade and food security policies and practices.
· Follows Oxfam tools and software.
Key Responsibilities
· To
facilitate the participatory planning and budgeting process for the
campaign and assist peers and partners as well as manager to do so
effectively. Ensures cost effectiveness, transparency and
upward-downward accountability.
· To
design and implement a comprehensive and integrated advocacy strategy
for maximising the impact of programmes and campaigns receiving supports
from peers and guidance from 'Policy and Advocacy Manager'.
· To
stay up to date with the latest wisdom, theories, discourses and
thinking on how to improve effectiveness of policy and advocacy work and
impact.
· To
develop good working relationship with non-traditional (to Oxfam in
Bangladesh) partners/social forces including political parties and their
affiliates, social movements and active individuals.
· To
support 'Funding Coordinator' for raising funds especially for Policy
and Advocacy Department and for facilitating donor reporting process.
· To
train, coach and support Oxfam's staff and partners in order to build
their skills and capabilities to do local level advocacy.
· To
liaison with relevant focal points of other Oxfam Affiliates in
Bangladesh, colleagues of other functional units to run the campaign
effectively with one programme approach.
· To work closely with Media and Communication Coordinator to become aware about Oxfam brand promotion and protection.
Skills and Competence
· An academic qualification of Masters in any discipline preferably in Social Science or Business Administration.
· At least five years practical working experience in advocacy and campaign management or implementation.
- Preference will be given on strong background in managing research projects, policy advocacy including lobby and negotiation.
- Good contact with private sector, academia and media are essential.
- Sound understanding on national and global context with theoretical understanding on social change process is desirable.
- Ability to connect long term development programme and humanitarian response with evidence based advocacy are desirable.
· Ability to liaise with and represent Oxfam to wide range of actors at local and national level.
- Excellent information gathering and analytical skills.
- Ability to work independently with minimum guidance, manage time efficiently, willingness to work under pressure and follow a flexible time schedule.
- Strong project and people-management skills and demonstrated capacity as a supportive and effective manager and good team player.
- Experience in financial management to ensure cost effective and quality delivery of expected results.
- An understanding of gender and diversity and the ability to apply this within policy and advocacy work.
- Innovative and creative approach to problem solving.
- Good facilitation, presentation, influencing and persuasive skills, with ability to build strong, credible relationships and to communicate with a broad range of stakeholders.
- Strong writing skills in Bangla and English, preferably with a history of writing for popular campaign materials and developing project proposals and donor reports.
· Ability and willingness to travel at grassroots, districts andinternational level, including during humanitarian emergencies.
This is a national hired position. We will be unable to obtain visa and work permit for a non-Bangladeshi national.
