ORGANIZATIONAL CONTEXT:
The Senior Regional Protection Officer (SGBV) supports the
global implementation of the Sexual and Gender Based Violence (SGBV) strategy
in the region, the strengthening of SGBV data management and the enhancement of
staff and partners skills and knowledge to ensure sustainability of their
interventions. The incumbent provides guidance on planning country specific
SGBV strategies based on UNHCR¿s new SGBV multi-year strategy for regional
roll-outs and they monitor the implementation of select country strategies for
technical accuracy and sustainability. S/he collaborates closely with the UNHCR
management and the head of the Protection team in each country and strengthens
working relations with other agencies involved in SGBV prevention and response
in the context of the roll-out of the SGBV strategy.
The Senior Regional Protection Officer (SGBV) will support
country operations under the Area of Responsibility (AoR) and will be directly
supervised by the (Deputy) Regional Representative or Head of Regional Hub and
will receive specialist guidance from the senior SGBV advisor at HQ.
FUNCTIONAL STATEMENT:
Accountability
- Country specific SGBV strategies are in line with UNHCR
SGBV guidelines and updated global SGBV strategy.
- SGBV is entrenched in the comprehensive Protection
framework of the country operations.
- New strategic partnership in SGBV is established.
Responsibility (process and functions undertaken to achieve
results)
- Monitor SGBV strategy development and implementation in
the target countries under the AoR in cooperation with the Bureaux and the
Gender Equality Unit at Headquarters.
- Guide and provide quality control during the development
of new SGBV country-specific strategies in direct cooperation with the Bureaux
and the Gender Equality Unit.
- Ensure multi-sectoral nature of SGBV prevention and
response in the strategies, including health care, safety and security,
psychosocial and legal support and promote mainstreaming of protection
approaches to prevent SGBV across all sectors.
- Promote continuity by building on existing strategies,
skills and partnerships, identified through mapping exercises.
- Ensure that the strategies recognize SGBV as a core
element of the overall comprehensive protection framework and integrate an age,
gender and diversity (AGD) approach.
- Ensure that each country-specific strategy is set against
a Strategy Matrix, allowing programming to build upon an existing SGBV strategy
and project several years ahead towards a stated goal.
- Ensure that the Standard Operating Procedures (SOPs) in
every operation under the AoR are updated and reflect all aspects of the
strategy.
- Enhance UNHCR¿s institutional capacity to prevent,
identify and respond to SGBV by focusing on data management (collection,
storage, analysis and sharing), knowledge management and capacity-building,
partnerships and coordination, and promote regional sharing of training
resources and good practices.
- Ensure SGBV strategies have field level impact linked to
budget and programming.
- Provide consolidated report on challenges, gaps in tools
and response, progress and
recommendations
- Undertake other duties as required.
Authority (decisions made in executing responsibilities and
to achieve results)
- Represent UNHCR in regional meetings and fora related to
SGBV.
- Manage budget and other resources dedicated to the
regional roll-out of the updated global SGBV strategy under the supervision of
the Deputy Regional Representative and in consultation with the Senior Advisor
(SGBV) in DIP.
MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:
- Advanced University Degree in International Law, Human
Rights, International Development, International Relations, Anthropology,
Political or Social Science, with authoritative knowledge of issues relating to
refugee women, gender, humanitarian and development issues, and SGBV prevention
and response.
- Minimum 10 years of job experiences relevant to the
function of which at least 5 in an international context.
- Minimum 5 years previous experience managing Protection
related projects in a humanitarian context; experience managing SGBV projects a
significant asset.
- Thorough understanding of SGBV prevention and response in
displacement.
- Experience managing SGBV projects and/or serving in an
SGBV coordination role.
- Training design and facilitation skills.
- Demonstrated capacities in RMB and M&E as well as
database management.
- Excellent knowledge of English and working knowledge of
another UN language. (In offices where the working language is not English,
excellent knowledge of working language of duty station and working knowledge
of English.) In the case of Beirut,
Lebanon,
knowledge of Arabic is desirable.
DESIRABLE QUALIFICATIONS & COMPETENCIES:
- Another UN language as asset.
- Inter-agency experience as asset.
- Experience using GBVIMS or other protection data
management systems as an asset.
- OMLP.
- Knowledge in People Soft and UNHCR Global Focus.
