ORGANIZATIONAL CONTEXT
In close coordination and consultation with Headquarters
(FICSS, Bureau) the Senior Regional Information Management Officer will assist
country-based Information Management Officers in the region in defining and
implementing an Information Management (IM) strategy and ensure coherence among
IM approaches and products in the region.
For those Offices in the region which do not have any IM
capacity, s/he will assist in defining and implementing an Information
Management (IM) strategy and help setting up IM capacity through training and
coaching.
S/he will ensure that IM requirements in countries covered
by the region will be adequately addressed, including data collection, storage,
analysis, dissemination tools and procedures.
This will imply frequent missions to countries in the
region, at times also for longer periods of time in cases of operations where
IM capacity does not (yet) exist, or in emergencies to reinforce the
country-based IM capacity.
FUNCTIONAL STATEMENT
Accountability
- All Country Offices covered in the region have a clear and
comprehensive Information Management strategy in place.
- All Country Offices have stepped up their leadership role
in providing quality Information Management services and deliver reliable,
accessible and user-friendly, relevant, predictable, appropriate and timely
delivery of information.
- Global data standards, and where appropriate, the
establishment of country-specific common data standards are adopted by UNHCR
and its partners.
Responsibility
- Prepare and maintain a regional IM strategy, in
consultation with the country offices concerned.
- Analyze regional data, identify and address IM gaps, and
facilitate information sharing between countries in the region.
- Set standards for operational, geographical and population
data to be used throughout the region, maintain and distribute standards to IM
officers and others working with operational data in the region, including
partners.
- Coordinate interagency information management activities
and facilitate the creation of interagency relationships and opportunities for
cooperation within the region.
- Coordinate country-based information to ensure consistency
and coherence in the region, including assisting country-based information
management staff in identifying, collecting and providing relevant data to the
Regional office, to national partners, and relevant information management
products including the Web Portal.
- Work closely with the Senior Regional Registration Officer
to ensure consistency between registration data and other operational data
sets, regional registration and information management strategies, as well as
on population statistical reporting.
- Identify new information and data requirements to support
operations and partners in the region, and support country offices in gathering
and sharing this information and data.
- Ensure that the information on the Web Portal serves the
needs of UNHCR and the interagency humanitarian community, partners as well as
donors.
- Provide guidance and support to the country offices on
information management issues.
- Maintain the regional components of the regional web
portal including recommending content and format of landing page.
- Provide information management training to UNHCR and
partner staff as needed.
- Provide emergency response information management support
to country operations within the region.
- Working with regional and country based reporting and
public information officers in preparation of internal and external updates.
Authority
- Prepare and implement the approved regional information
management strategy.
- Prepare the structure and content for regional and country
pages on the web portal.
- Functional and technical supervision of Information
Management Officers based in the region.
- Chairmanship of Regional Information Management
coordination for organizations involved in refugee humanitarian response.
ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED
- Advanced university degree
in information technology,
demography, statistics, social sciences or any related area.
- At least ten years combined field and/or headquarters
experience in international organizations
- Knowledge of the UN system and the international humanitarian
community.
- Knowledge of protection-related guidelines, standards and
indicators.
- Proven skills to analyse statistical information.
- Advanced Excel skills (e.g. pivot tables, functions,
etc.).
- Ability to formulate IM-related technical requirements and
Operating Procedures.
- Ability to translate planning-specifications into
technical briefs for data capture and analysis, and vice versa.
- Ability to compile and holistically analyse diverse
datasets.
- Experience with handling confidential data.
- Demonstrated understanding of different data collection
methodologies including relational data theory
- Excellent written and oral presentation skills.
- Excellent knowledge of English and working knowledge of
another UN language.
(In offices where the working language is not English,
excellent knowledge of working language of duty station and working knowledge
of English.)
DESIRABLE QUALIFICATIONS & COMPETENCIES
- Proficiency in a second official UN language is desirable.
- Successful participation in the Operational Data
management Learning Programme is desirable.
- Experience in web design and software development is an
asset.
- Experience with relevant software such as ArcGIS, MapInfo,
SPSS, EpiInfo6 , SQL Server, and/or proGres is desirable.
- Experience with HTML, PHP, ASP and/or Java is an asset.
Operational Context
The Region has experienced a number of emergencies in the
recent past, which highlighted the need for strengthening the regional capacity
for information management and coordination. To enhance its leadership and
better support overall operational delivery by UNHCR and by partners, UNHCR
must improve the quality, availability and analysis of information and its
coordination. Information Management technology and services need to be adapted
and systematized to support field operations, in emergencies and protracted
situations alike. In the MENA Region, the main gaps lie in information
management in the context of inter-agency coordination for emergency response
especially management of web-portals content, managing 3-W and 4-W matrices,
information coordination to reduce duplication of efforts and sound needs
assessment methodologies. Experience managing the web-portal content in the region
showed that information managers with previous experience in: inter-agency
coordination, donor relations and/or public information is an important asset.
UNHCR is an acknowledged leader in providing demographic
information on displaced populations, and is a significant source of population
data analysis related to the status and conditions of persons of concern. The
Senior Regional Information Management Officer will coordinate closely with the
Senior Regional Registration Officer who oversees the Data Analysis Group where
it comes to population data analysis and management. The incumbent will also
work closely and coordinate with external relations staff, emergency
coordinators on deployment, management and with his peers in other agencies.
Proven excellent inter-personal skills and ability to work with others are
essential.
The post will be based in Lebanon with travel in MENA. The
incumbent must be ready to travel as needed.
