Expatriate Team Leader, Performance Evaluation of
Tuberculosis CARE 01 Project, Kabul, Afghanistan
Background:
Social Impact (SI) is a Washington, DC-area international

training services to strengthen international development programs,

Objective:
The overall goal of TB CARE I in Afghanistan is to improve
health outcomes, which in turn contributes to USAID Afghanistan’s development
objectives. The purpose of this final performance evaluation is to assess the
effectiveness of the USAID-funded TB CARE I approach and activities in
contributing to the project’s intended results, and to develop recommendations
to promote the effectiveness of future TB programs. The evaluation should draw
strong evidence-based conclusions that inform sound actionable recommendations
to USAID, including other key stakeholders, e.g., WHO and the Afghan Ministry
of Public Health in achieving the overall goal. The evaluation will identify
the strengths and weaknesses of the project and will identify lessons learned
and recommend options for future support of TB programs and projects in
Afghanistan.
The specific objectives are:
1) To assess the performance of TB CARE I’s activities in
Afghanistan.
2) To make evidence-based observations, draw conclusions,
and provide substantive recommendations that may be used in future programs
based on lessons learned.
Position Summary:
Social Impact is seeking a strong expatriate Team Leader
that will serve as the primary senior level evaluation specialist and
coordinator with USAID. The Team Leader will be accompanied by two Afghan
experts of which one can serve as an interpreter. The Team Leader will be
responsible for all of the reporting and deliverables requirements the
evaluation work plan, briefings and meetings with USAID, a final exit
presentation, and a final evaluation report. The Teal Leader should have proven
expertise in Tuberculosis, communicable diseases epidemiology and health
systems strengthening as well as demonstrated knowledge of the Afghanistan
health system. The start date for this work is immediate, beginning mid-October,
2014 with field work beginning as soon as possible. The length of the
assignment is estimated at 45 working days.
Qualifications:
The international expert should be a senior-level evaluation
analyst and will serve as the primary team lead and coordinator with USAID. The
consultant should have the following qualifications:
- Advanced degree (MA or PhD) in Public Health,
International Development, or a related discipline, or an advanced clinical
degree (MD, or RN) in a relevant health field;
- Proven expertise in tuberculosis, communicable diseases
epidemiology, and health systems strengthening;
- At least 10 years professional experience working in
health and development;
- At least 3 years of experience and demonstrated success
leading high-quality evaluations of health programs for international donors;
- Fluency in English as both written and oral communication
- Excellent writing skills
- A statement of potential bias or conflict of interest (or
lack thereof) is required of each team member.
