Background:

Objective:
The USAID Mission in the Kyrgyz Republic (USAID/KR) is supporting the transition of KR to a more open, market economy through it Kyrgyz Republic Economic Growth (KREG) project. The KREG project will begin in late-2014 and run through September 2018, and will be implemented by multiple partners that will each focus on distinct sectors of the economy. The project combines interventions in agricultural and non-agricultural economic sectors such that improvements in human capital, reforms to the business enabling environment, and adjustments in key value-chains can accelerate the growth of a diversified and equitable economy. Social Impact will develop and implement a monitoring, evaluation, and learning (MEL) program that: (1) accurately monitors, documents, and evaluates the activities and results of the economic growth portfolio using rigorous quantitative and qualitative methods; (2) improves the ability of implementing partners to develop and carry out high-quality MEL processes; and (3) establishes effective collaborating, learning, and adapting (CLA) practices among USAID and KREG implementing partners. In addition to this support to the KREG project, Social Impact will oversee up to seven monitoring, evaluation, and assessment activities in the Kyrgyz Republic and other Central Asian Republics. Social Impact is looking for an Administration and Logistics Specialist to serve full-time on the core team in Bishkek.

Responsibilities and Tasks:
The Administration and Logistics Specialist will be responsible for financial planning and management, logistical and administrative support to the project team, and ensuring that administrative, financial, contract, and procurement activities are carried out in a manner consistent with the objectives of the project, and in compliance with USAID regulations and SI policies and procedures.
  • Manage and oversee project finance and administration;
  • Ensure compliance with contractual obligations and deliverables in line with USAID regulations and SI policies and procedures;
  • Establish and implement procedures for project financial management, procurement, sub-contracts, and consultant contracts to ensure transparency and good business practices;
  • Work with the Team Leader and SI Program Manager to ensure that financial management and reporting is in compliance with USAID requirements;
  • Manage project start-up and support initial work planning process.
  • Establish procedures for financial operations, banking, and reporting.
  • Develop monthly, quarterly, and annual financial reports.
  • Implement other functions relevant to the position.

Qualifications:
The Administration and Logistics Specialist must meet the following requirements:
  • Advanced degree in public administration, business, financial management, or another relevant field required.
  • At least five years of financial management, grants management, or similar experience in other donor-funded projects; previous work experience with USAID-funded projects preferred.
  • Proven ability to manage and monitor a diverse staff in multiple locations.
  • Previous experience in the Kyrgyz Republic and other Central Asian Republic countries. 
  • Must be fluent in English and Kyrgyz with strong writing skills. Must also have high proficiency in Russian.
  • Must currently reside in Bishkek, or willing to relocate. SI is unable to reimburse relocation expenses.
