Job Purpose:

To provide analytical, and coordination support to ADB's work in social and gender and development (SD/GAD) in partnership with the government, development partners, the private sector and civil society organizations. To support the Bangladesh Resident Mission (BRM) in addressing ADB's strategic objectives related to SD/GAD and the application of ADB’s and the Government's related policies in the design, preparation, and implementation of loans, grants and technical assistance projects.

Expected Outcomes

Policy Support
- Supports the Country Director, ADB Headquarters and Resident Mission (RM) staff in carrying out policy dialogue with the Government on relevant SD/GAD-related aspects of ADB Operations.
- Monitors key policy reforms related to SD/GAD in ADB priority sectors.
- Assists the RM in the overall implementation of ADB's Policy on GAD and the Gender Equality and Women’s Empowerment Operational Plan.
Portfolio Development and Management
- Assists in processing and implementing loans/grants and technical assistance in the area of SD/GAD, community empowerment and social inclusion. Assists in the design of projects, targeting significant gender mainstreaming elements.
- Prepares specific social and gender action plans to facilitate project formulation and implementation. Monitors progress on gender/social components and assesses development impacts.
- Develops and administers stand-alone projects, as required, to complement the focus of the ADB operations by addressing specific aspects of gender inequality and promoting women’s empowerment in ADB priority sectors of operations.
- Develops the SD/GAD-related capacity of ADB’s Executing and Implementing Agencies by preparing and conducting training seminars for Government officials, project and BRM staff.
- Assists in the preparation and implementation of the Country Partnership Strategy (CPS), by providing SD/GAD-related inputs and directly contributing to the update of the Country Gender Assessment (or selected Sector Diagnostics), the annual update of the Country Operations’ Business Plan and the preparation of the Country Performance Assessments.
Other Operational Support
- Prepares background and issues paper on SD/GAD-related issues and contributes to the identification, documentation and distribution of good practices.
- Interacts with multi- and bilateral agencies, Government and non-government organizations on SD/GAD-related issues.
- Represents ADB in various development partners' working group meetings on SD/GAD, and facilitates inter-agency coordination.
- Assists in development partners' and non-government organizations' coordination as it relates to SD/GAD.
- Assist in other operational support tasks as may be requested.
- Performs other functions as assigned and reflected in the incumbent’s workplan.

Educational Requirements:

  • Bachelor’s degree in social science or related fields, preferably with advanced training.

Relevant Experience And Other Requirements:

Work experience
- At least 8 years of relevant professional experience in related field, with demonstrated knowledge of SD and GAD issues, experience in project formulation and project management
Technical knowledge
- Sound knowledge of government administrative systems, institutions and procedures
- Exposure to policy dialogue on pro-poor, SD and GAD-related issues in ADB priority sector of operations
- Strong conceptual skills and ability to identify issues and appropriate actions at the field office level
- Strong planning and organizing skills to handle a multitude of tasks under given timelines
- Effective report writing and communication skills in English and Bangla
- Appropriate level of office technology skills. Proficient in computers, especially word processing and database management

- Able to work collaboratively with teams as a constructive team member
- Strong interpersonal skills and ability to develop rapport internally and externally in a multicultural environment
