Job Title: Humanitarian Programme Manager

Location: Amman, Jordan

Type of Contract: Global C1 - fixed term - 3 months initially

Salary: £ 25,094 - £ 33,938 net per annum


Dimensions

  • Impact and influence within the country programme but also may have significant influence beyond this level when engaged in regional humanitarian initiatives.
  • Influence diverse internal/external target audiences in area/region of deployment with regard to the humanitarian programme.
  • Pro-active local fundraising and maintenance of current donor and counterpart relations and with potential donors.
  • Work with Country Programme Manager to foster the integration of humanitarian work with longer-term strategic relationships in Jordan.
  • Nurture and develop the relationship with Oxfam's strategic partner, ARDD-LA for Protection, Community Mobilisation and PHP work.
  • Will be managing large teams and have budgetary responsibility for specific humanitarian programmes.
  • Providing specialist advice to country, regional and humanitarian department line management on humanitarian issues and possibly interfacing with media/public on humanitarian issues.
  • Draft own and team objectives and agree with line manager, and to ensure that objectives contribute to country, regional, humanitarian departmental and Divisional strategy and will involve collaboration with other country/regional staff, departments (Policy, Appeals, Finance).
  • The role requires the ability to analyse and communicate complex information clearly and to a wide and diverse audience.
  • In-depth knowledge of the principles underlying the key purpose and role is required in order to make decisions affecting the team and which may impact more widely in the division/programme - humanitarian principles in particular.


Key Responsibilities

  • To ensure that the operational plans, strategies, and budgets for Oxfam's humanitarian programmes in Jordan are consistent with humanitarian standards, government regulations, and Oxfam's expectations for timeliness, scale and quality.
  • To provide in depth analysis and accurate information of the context to ensure that development and implementation of current and future programming in Jordan is informed and strategic
  • Approval of expenditure within given authorization limits and budget monitoring responsibility Be the contingency planning lead, ensure that SOPs and guidelines are updated and followed by staff.
  • To provide strong and effective leadership for the implementation of the Zaatari and Host Community programme activities, including significant role in planning and managing of budgets
  • To ensure that project MEAL mechanisms and consultation with beneficiaries are well developed, analysed and used to guide project activities to more effectively meet the needs of women, men, girls and boys within the Syrian refugee populations and host communities.
  • To collaborate with Oxfam's funding teams in preparing funding proposals for immediate, medium and longer term programming, and to support the Country Programme Manager in engagement with in-country donor reps for Oxfam's Humanitarian Programmes in Jordan. Ensure that Oxfam's programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • To identify and develop strategic relationships with local and national CBOs and OI affiliates with the goal of increasing the involvement of local partners in our humanitarian programme in Jordan.
  • Representing Oxfam and coordination with government officials, UN agencies and other NGOs working with refugees in host communities and in Zaatari Camp. § Support recruitment of national/international staff, and line management of staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required;
  • Work with the MEAL Officer, WASH Coordinator, Team Leaders and Oxfam Advisors (Gender, Protection, Advocacy & Media, Sectoral) to ensure learning and sharing of experiences and best practices between the team working in Zaatari camp and the Host Community team.
  • To ensure that assessments, planning and implementation have gender and protection considerations mainstreamed in accordance with Oxfam policy and are consultative, participatory and transparent..
  • To be responsible for regular updating of the security management plan and support the Country Programme Manager in monitoring the security situation.
  • To deputise for the Country Programme Manager when out of the country and to undertake additional tasks as appropriate.


Skills and Competence

  • Significant experience and proven record of humanitarian programme management in complex emergencies, including managing finances, staff and funding of the programme (contract design and management).
  • Diplomacy, tact and negotiation skills. High-level interpersonal and communications skills.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Good spoken English and ability to write/report fluently in written English are essential.
  • Arabic would be an advantage
  • High level of stress resistance, ability to positively influence teams and a well developed sense of humour.
  • Demonstrated experience of integrating gender, protection and diversity into emergency response programmes, an active commitment to promoting the interests of marginalized people in all aspects of programme work.
  • To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. Inter Action Field Co-operation Protocol).
  • A proven record of effective humanitarian leadership, especially in conflict/post conflict contexts with traumatized staff and communities. Ability to challenge, motivate and develop a team through periods of programme change.
  • Ability to work with significant levels of autonomy and make prompt and sound decisions
  • Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience. 
  • Experience of programme planning, and competent use of project management tools.
  • The ability to meet agreed deadlines in a stressful and fast paced environment, will be critical.
