Institutional Funding Officer

We are looking for an Institutional Funding Officer. Duty station: Dhaka, Bangladesh, accompanied position. Starting date: immediately, for 1 year, with possibility for extension



Objective of the positionTo identify and mobilise new sources of income in order to increase external funding for the Bangladesh programme, in line with strategic priorities and in-country capacity. Working with the Bangladesh country team, establish and maintain an effective grants management system to ensure quality programming, reporting and donor compliance.
Main tasks
  • Conduct donor mapping and contribute to the development and annual review of the country funding strategy, in line with the identified Oxfam country strategy for Bangladesh;
  • Advise the country team on relevant new funding opportunities as they are become available and make recommendations on how to respond;
  • In collaboration with the Associate Country Director (ACD), establish and maintain relationships with embassies and donors in Bangladesh, keep updated contact information and work to continuously expand this network;
  • Ensure that all grants are appropriately administered and implemented in compliance with relevant donor regulations and Oxfam Novib policy and procedures;
  • Coordinate the development of proposals and concept notes by developing plans, timelines and coordinating inputs from relevant program, finance, technical, country and head office staff;
  • Contribute to the development of robust monitoring, evaluation and learning (MEL) plans for each proposal (including well-designed log-frames and indicators) and wotk with program staff to ensure that indicators are systematically monitored and reported on;
  • Coordinate reporting to external donors by supporting project staff to establish timelines to meet deadlines, divide tasks appropriately between finance and program functions, communicate effectively, comply with contractual requirements and ensure adequate time for country and head office sign-off;
  • Ensure that all proposals and reports are accurate, complete, internally consistent, technically sound, meet donor requirements and are of a high standard;
  • Guide, coach, train and actively work to continuously build the capacity of the country team in developing high quality proposals, donor compliance, monitoring and report writing;
  • Engage in joint funding initiatives, promote collaboration and share information with other Oxfam affiliates in Bangladesh;
  • Monitor the performance of the country team on external funding compliance, in consultation with the External Funding Unit (EFU) in Oxfam Novib's head office;
  • In collaboration with communications staff, prepare and regularly update country program, sectoral, program and project information materials;
  • Respond to requests for information from donors, Oxfam Novib Head Office and other relevant stakeholders, as required.

You have
  • A university degree in international relations, development, anthropology, geography, or related fields;
  • At least 5 years relevant work experience in international development, preferably with an INGO;
  • Experience identifying funding opportunities and preparing high quality proposals, with an excellent track record of successfully raising and managing funds from bilaterial, multilateral and institutional donor organisations;
  • Knowledge of the entire project management cycle, including project and program design, implementation, monitoring, evaluation, learning and reporting;
  • Experience building and maintaining effective relationships with donors and sound knowledge of major donor requirements;
  • High level cross-cultural sensitivity, excellent communication skills and experience coaching local colleagues and counterparts;
  • Attention to detail, ability to manage multiple tasks under stressful conditions and proven ability to meet deadlines;
  • English language proficiency;
  • A willingness to be based in Bangladesh and travel regularly to the field;
  • Experience working in South Asia particularly Bangladesh is an advantage.
We offerA competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We will offer a gross salary in the range of € 2.896,- to € 4.456,- per month. Additional expatriate allowances and an 8% holiday fee are also offered.
