Description

Dhaka Ahsania Mission, the Cooperative Agreement holder of USAID Agriculture Extension Support Activity project, jointly with CARE Bangladesh seeks for immediate appointment of the Chief of Party (CoP) to be based in Dhaka, Bangladesh for 2 - 3 years. The goal of the project is to strengthen the existing agriculture extension system in 20 districts in southwest and central Bangladesh in order to sustainably improve food security and nutrition for 200,000 vulnerable women and smallholder farmers.

This $25 million USAID-funded project with The Feed the Future Initiative is aligned with the Government of Bangladesh’s 6th Five-Year Plan and the Feed the Future - supported Country Investment Plan for agriculture, food security, and nutrition. In cooperation with the Government of Bangladesh, other USG agencies, and donors, USAID will address components of three inter-related obstacles: lack of availability, access, and utilization of food that directly affect food security and poverty. Put another way, the obstacles are related to insufficient productivity gains in agriculture to keep pace with an increasing population; the inability to buy nutritious food by the poor; and diets lacking diversity and heavily reliant on rice leading to under-nutrition.  

Position Summary:
The Chief of Party (CoP) will lead the planning and implementation of the project, overseeing all aspects, including programmatic, financial, administrative, and personnel. S/He will ensure that all project interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work-plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information.   Additionally, the CoP will maintain appropriate levels of communication with all implementing partners, resource partners and sub-contractors and will coordinate all project activities with relevant institutions, CSOs and private sector partners.

The CoP will be appointed by CARE Bangladesh as a technical partner of the Project and seconded to Dhaka Ahsania Mission (DAM) the Project holder. S/He will be reportable to the Executive Director of DAM.

The position is based in Dhaka, but frequent travel will be required to the project central office in Jessore, a southern city in Bangladesh.

Required Skills:
  • Advanced degree (graduate level: Doctorate, Master’s, etc.) in a relevant field. (Minimum Bachelor’s degree in a relevant field.)
  • Minimum 15 years of international donors’ development projects management.
  • Demonstrated understanding of the Bangladeshi and/or regional context and a long term commitment to working in Bangladesh.
  • Demonstrated ability to work with national organizations and overseeing works of the local level NGOs.
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, think tanks and universities, and the private sector.
  • Demonstrated ability to build and manage cooperative high-level relationships and motivate subordinates.
  • Experience in integrating gender into agricultural programs.
  • Spoken and written fluency in English.
